1.0 Call Order Overview

This requirement is for a license order for seven (7) users. The Government will not exercise any supervision or control over the call order service providers performing the products or services herein.

Background

SelectUSA is the first U.S. Government-wide initiative to attract and retain foreign direct investment (FDI) in the United States. SelectUSA works actively to attract quality investment projects into the United States while taking steps at the federal level to ensure the United States is the premier investment destination in the world. It does this by assisting two client classifications: international investors and U.S. Economic Development Organizations (EDOs).

SelectUSA promotes and supports FDI in the United States, contributing to U.S. job creation, innovation, and competitiveness. SelectUSA is a program within the Global Markets (GM), International Trade Administration (ITA)of the U.S. Department of Commerce (DOC).

2.1 Objective and Requirement

JobsEQ is a subscription Software as a Service platform by Chmura Economics that provides data and analytics on industry, occupation, and demographic characteristics and trends at granular geographic levels. Utilizing a combination of public data and proprietary algorithms, JobsEQ allows users to customize data by building custom regions and custom industry and occupation groups, as well as test economic events or alternative economic forecasts. The software is dynamic and interactive, with exportable reports, raw data, and customized charts, tables, and visualizations.

JobsEQ has many unique data capabilities that would provide significant value to SelectUSA’s Investment Research Team. It provides over 30 analytics as granularly as zip-code level. The software provides subscribers the ability to create custom regions of interest and then quickly create dynamic reports and presentations that link current regional demographics with occupation, prior tindustry, or education-specific data. For SelectUSA’s purposes, the value-add of this tool is multifold:

1. The platform consolidates data from multiple sources, allowing for more efficient and granular research and data pulls;

2. The tool allows various data points to be queried across multiple regions, facilitating regional comparisons (providing datasets as large as every county in the country, if necessary);

3. JobsEQ provides several sets of raw data currently unavailable in SelectUSA’s existing resource portfolio (for example, data on supply chain, employment turnover, underemployment, industry productivity, military exits, skill and occupation gaps, etc.);

and

4. JobsEQ provides a series of unique and proprietary data analytics, which would allow the SelectUSA Investment Research Team to expand its client services for both investors and economic development organizations (EDOs), as well as further develop its strategic research projects.

Ultimately, a subscription to this platform will simultaneously improve SelectUSA’s ability to gather nuanced, granular data in addition to broad, big-picture analytics.

The most unique analytics tools on the platform, with the highest value-add for the SelectUSA’s ability to expand strategic research projects, are the economic impact analysis and “what if” analysis. The “what if” analysis calculates the employment and monetary impact of a firm’s entry or exit into a region. The economic impact analysis calculates the direct, indirect, and induced employment and monetary impacts of new investment in a region. Both analytics incorporate regional industry mixes, supply capacity, and economic diversity. Further, the impacts calculated in both analytics are broken down by specific sub-industries.

JobsEQ’s numerous data sets and analytics can be easily queried, combined, and extracted in the platform’s Data Query tool. This tool allows users to select multiple specific regions and data points to create custom datasets for download. It also provides exportable data visualizations for most analytics.
