52.211-8 TIME OF DELIVERY (JUNE 1997)
(a) The Government requires delivery to be made according to the following schedule:
Required Delivery Schedule
Required delivery is 24 Months after receipt of purchase order.
The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.
OFFEROR’S PROPOSED DELIVERY SCHEDULE
{OFFEROR TO PROPOSE DELIVERY SCHEDULE}
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
(End of clause)
In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.
Full text of incorporated DFARS clauses and provisions may be accessed electronically at https://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html.
If there are no surcharges, the Government’s preferred payment method is via credit card. If there are additional fees WAWF may be utilized. Please indicate and include any credit card processing fees in your quote, if applicable. Note that even if the Government credit card is the method of pay, the vendor must submit a receiving report in Wide Area Work Flow (WAWF). See DFARS clause 252.204-7006.

If an offeror proposed a deliver date earlier than the required delivery date identified here, the offeror shall provide the following additional information with its quote:
a. An Integrated Master Schedule (IMS) including the phasing and estimated completion dates of any critical processes/events that must be complete to meet the proposed schedule.
b. A description of how the production of this requirement will take place in accordance with the proposed IMS while accounting for the offeror’s current and future planned production through put and any limitations (Ex. Facilities, staffing).
c. A description of any critical or long lead components/materials factored into the production which would likely impact on time schedule completion and steps the offeror will take to mitigate those potential impacts.
The IMS in 2(a) above has no page limit. Items 2(b) and (c) are limited at a total of 2 pages.
3. Past Performance
(a) The Offeror shall provide three (3) past performance references, if available, that reflect recent relevant experience performed within the last three (3) years of the closing date of the solicitation.
