About this file

This is a Request for Quotation (RFQ) document issued by the Massachusetts Department of Agricultural Resources (MDAR) for title work services across four available projects in Fiscal Year 2027. The RFQ solicits qualified title companies or professionals to provide comprehensive title examination and insurance commitment services for agricultural properties. The work encompasses four separate project locations, with each project requiring standard title searches, preparation of title insurance commitments, and related documentation to facilitate property transactions or administrative requirements. Interested bidders must submit responses by the specified deadline, with the contract term commencing upon award and continuing through the fiscal year period. The RFQ indicates that multiple awards are anticipated, with one selected contractor per project, allowing for parallel execution of title work across all four sites.

Pricing shall be submitted on a per-project basis with costs clearly itemized for title examination, title insurance commitment preparation, and any ancillary services required. The RFQ does not indicate any set-asides or incumbent preferences. Funding for this procurement is provided through MDAR's departmental budget allocation for FY27. Bidders must demonstrate relevant experience in title work for agricultural properties and maintain current licensing and insurance credentials. The document specifies qualification requirements and evaluation criteria focused on technical competency, experience, responsiveness, and cost competitiveness. All awarded contractors must comply with state procurement regulations and MDAR-specific requirements for documentation, timelines, and deliverable standards.
