About this file

This is a Request for Quotation (RFQ) issued by the Massachusetts Division of Fisheries & Wildlife's Natural Heritage & Endangered Species Program (NHESP) for Northeastern Beach Tiger Beetle Monitoring during the 2025 season. The project seeks a pre-approved vendor from the Master Service Agreement for Biological Surveys, Research, and Testing to conduct population surveys of the Threatened/Endangered Northeastern Beach Tiger Beetle on Martha's Vineyard. The selected vendor will independently survey adult beetle populations on 4 approximately evenly spaced dates during peak activity, with a requirement to document georeferenced beetle numbers, survey time, and potential habitat threats. Proposals are due by Tuesday, June 3, 2025, at 2:00 PM and must be submitted through the Commonwealth's Online Procurement System (CommBuys).

The total funding available for this project is up to $3,300.00, with one proposal to be selected based on applicant experience, project implementation capacity, and ability to provide a comprehensive report. Proposal requirements include a project summary, requested funding amount, personnel qualifications, project scope and methods, and an itemized budget. Vendors must have specific expertise in tiger beetle surveying and habitat requirements. The report must include online submission of georeferenced data through NHESP's Heritage Hub Reporting System. Interested parties can contact Karen M. Dolan (Finance & Projects Administrator) or Mike Nelson (Invertebrate Zoologist) for additional information or application questions.

RFQ # DFW-2025-081:

Northeastern Beach Tiger Beetle (Habroscelimorpha dorsalis) Monitoring (2025 Season)

The Natural Heritage & Endangered Species Program (NHESP) of the Massachusetts Division of Fisheries & Wildlife is seeking to fund monitoring of the Northeastern Beach Tiger Beetle. The Northeastern Beach Tiger Beetle is listed as Threatened range wide under the U.S. Endangered Species Act (ESA) and Endangered under the Massachusetts Endangered Species Act (MESA).

Only pre-approved vendors on the Master Service Agreement for Biological Surveys, Research, and Testing will be considered for this project. Applicants should have experience surveying populations of tiger beetles (Cicindelidae), as well as knowledge of habitat requirements of the Northeastern Beach Tiger Beetle.

The successful applicant will work independently, in consultation with the NHESP Invertebrate Zoologist. The objective of the project is to estimate the size of the population of the Northeastern Beach Tiger Beetle on Martha’s Vineyard by conducting surveys of adult beetles on 4 approximately evenly spaced dates spanning the peak adult activity period.

Results must be provided in a report that includes: (1) georeferenced numbers of beetles observed; (2) amount of survey time on each date, referenced to locations; and (3) notes on any potential threats to the beetles or their habitat, referenced to locations. Additionally, georeferenced numbers of beetles observed must be submitted online through the NHESP’s Heritage Hub Reporting System, located at https://eeaonline.eea.state.ma.us/dfg/nhesp/#/home.

Total funding available: up to $3,300.00

One proposal will be selected to receive funding, based on the experience of the applicant, capacity to implement the project, and to provide a complete and timely report of results (including submission of data in Heritage Hub as described above).

Please provide the following information in your proposal:

I. Project summary: 2-3 sentences II. Total amount of funds requested.

III. Qualifications of personnel: 1 paragraph IV. Project scope and methods (1-2 paragraphs) V. Itemized project budget highlighting any proposed cash and or in-kind match.

Please limit the proposal to no more than 4 pages, including budget.

Bid Due Date:

Bids must be received by Tuesday, June 3, 2025, at 2:00 PM.

Instructions for Submission of Responses:
