About this file
This is a Request for Quotations (RFQ) issued by the Port of Newport, Oregon, for the procurement of multifunction copier, printer, and scanner equipment and related maintenance and support services. The Port seeks to replace two existing multifunction office devices and is accepting proposals for purchase, lease, or lease-to-own options. The first device, located at 600 SE Bay Boulevard, requires advanced features including Microsoft Universal Print support, Entra ID sign-in, scan-to-OneDrive/SharePoint capabilities, stapling, hole punch, a 7-bin mailbox, and a minimum speed of 40 pages per minute. The second device at 2120 Marine Science Drive requires similar specifications with AirPrint and Mopria certification and a minimum 3-bin mailbox. Questions are due October 20, 2026, with proposals due October 30, 2026, at 2 p.m. No onsite meeting or bidders conference is scheduled. Award is anticipated in December 2026 or January 2027, with contract execution planned for January or February 2027 and installation targeted for February through March 2027. The contract term is five years, with the Port reserving rights for renewal, extension, and termination.
Evaluation will be based on five-year total cost of ownership, weighted at 30 percent, along with equipment capability and features (30 percent), service and support (30 percent), and vendor experience and qualifications (10 percent). The Port strongly prefers fixed pricing for five years that includes maintenance, labor, parts, toner, firmware updates, monitoring, and support in a single managed services agreement. Monthly print volumes are estimated at 6,650 impressions at the Bay Boulevard location and 1,550 impressions at the Marine Science Drive location. Vendors must provide detailed cost proposals including acquisition costs, maintenance and support costs, volume costs based on click rates, consumables, and end-of-term costs. Performance standards require a four-hour response time during normal business hours, next-business-day onsite service, and minimum 98 percent equipment uptime. The Port reserves the right to reject any quotation, waive informalities, and award in whole or in part based on the proposal determined to be in its best interest.
