GENERAL INFORMATION

1. This is a combined synopsis/solicitation notice for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a(n): Request for Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through, Federal

Acquisition Circular (FAC) dated 31 August, 2020.

4. This acquisition is set-aside 100% for Small Business Competition.

5. North American Industry Classification System Code (NAICS) is 238320

6. The size standard of $16,500,000. All qualified small businesses under this industry are encouraged to submit quotes.

REQUIREMENT INFORMATION

Description:

The Air Force has a requirement for the prepping, sanding and painting for the MH-53 Static Display Aircraft at Kirtland Air Force.

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Questions may be submitted to the POCs and Contracting Officer listed above no later than 21 September, 2020. Questions submitted after this date may not be answered.

2. Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer listed above no later than the established deadline.

3. Quotes must be valid until 30 September 2020.

4. All price quotations must be submitted in RFQ on price chart above.

CLAUSES AND PROVISIONS

FAR provision 52.212-2, Evaluation – Commercial Items. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) technical capability of the item offered to meet the Government requirement;

(ii) price fairness, reasonableness, and balance

Offers will first be rack and stacked by price, lowest to highest, and then evaluated for price and technical acceptability. Once an offer is found to be acceptable across all factors, evaluations will conclude.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

STATEMENT OF WORK

MH-53 Static Display Aircraft Painting General

Information

The contractor shall furnish parts, material, labor, equipment and supervision necessary to paint MH-53 static display aircraft at the 58th SOW Airpark, Kirtland AFB, NM. Contractor shall meet all requirements discussed in this Statement of Work.

General: The 58th Special Operation Wing, (58 SOW), is requesting full paint of the MH-53 static display aircraft at the 58th SOW airpark as required per 58 SOW Instruction 84-1 (Airpark Program).

Scope: The specific service need is to prep and paint the static display MH53 aircraft. The contractor shall provide all materials required for this re-paint effort. Hazardous material required for this project shall be acquired and or provided by contractors through the contractor worksheet provided (Attachment #1) to include SDS and material specifications of paint.

Period of Performance Installation: The period of performance is approximately 30-60 days per aircraft. This project is required to be completed within the period of performance, identified in the solicitation; one-year after receipt of award. To accomplish the task, the weather must be favorable for painting (paints and primers require 60- 90 degree temperatures to adhere, this includes the temperature of the aircraft). Due to the latter, this project may be subject to “winter exclusion”. Contractors will have a base pass for the amount of days needed during the operation.

Warranty: The Contractor shall provide for finished products a minimum of three (3) years warranty for paint defects.

General Information: All materials shall be disposed of at the end of each day. The Government will not be responsible for the loss, theft, or damage of any equipment or material.

Contractor shall follow the security policies and procedures defined by the Government in accordance with paragraph 2.6 of this SOW.

Contractor will make a reasonable effort to not be disruptive to other contractors, or working staff at the job site.

Government expects the workmanship to be of high quality and meet military standards for aircraft paint coating refurbishment. The aircraft shall be returned to mil-spec and as close to its original condition.

Government will consider the project complete upon inspection of aircraft after work has been completed, all final documentation has been delivered, and work site has been cleaned.

1.0 Codes, Standards, and Best Practices: It is the responsibility of the Contractor to have access to the current standards. Contractor shall clear the work area every evening. Contractor equipment and materials shall be firmly secured in place, adequately supported, and permanent. Hazardous materials will be stored and secured in a company owned storage trailer with OSHA approved hazmat locker for all paint and painting materials and hazardous waste drums. Hazardous waste will be generated on site during the performance of this contract and will be stored in hazardous waste drums supplied by the contractor and disposed of by the contractor.

Contractor shall take special precautions to ensure a safe work environment for the employees, contractors, and visitors.

1.1 Place of Performance: The work is to be performed at 58th SOW airpark on Kirtland Air Force Base, NM.

1.2 Type of Contract: Firm-fixed Price.

1.3 Hours of Operation: The Contractor is responsible for conducting business between the hours of 0700- 1800 Monday thru Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

1.4 Recognized Holidays: The following holidays are recognized as Federal holidays and Government offices will not be open.

1.5 Base Access: All commercial trucks must enter through the contractor’s gate located just before the intersection of Gibson and Carlisle. For example tractor trailers or large semi-trucks must enter Kirtland AFB by using the contractor gate. Smaller truckers or vans can enter through the Truman gate located on Gibson road.

Contractor shall coordinate with the 58th SOW POC, TSgt Lamont Washington Phone: 505-846-1507 or SSgt Zachery Weston, Phone: 505-853-1363 and Base Security Forces to gain access the base. The Contractor Gate hours of operation are 0530-1500 Monday to Friday and is closed on weekends and holidays. The Truman gate hours of operation are 24 hours/ 7 days a week. Once at the gate, the driver must be able to show:

1.5.4 A valid and current Driver’s License or other State Identification for any passenger(s) in the vehicle.

1.5.5 A Bill of Lading which includes the Air Force installation name, date of anticipated delivery, and specific destination information.

2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
