THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED

AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

This synopsis/solicitation 1305M2-22-Q-00997 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-06.

The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Center for Coastal Ocean Science (NCCOS), Beaufort Laboratory, Beaufort, NC, has a requirement for an Offshore Research Boat in accordance with the specifications.

The Required Completion date is 140 days from receipt of award.

Specifications

The purpose of this procurement is to provide a v-hull or catamaran boat with cabin/wheelhouse, trailer and motor(s) that must meet the following specifications: transport up to eight (8) individuals and their research equipment from boat landing to inshore and near offshore (within 20 nautical miles) environments. Primary science operations supported by this vessel include scuba diving, deployment and operations of remotely operated and autonomous underwater vehicles, and use of sonars and other acoustic sensors for mapping the seabed and fish around ocean habitats.

The contractor shall provide a 23’ – 26’ long fiberglass composite or aluminum, v-mono-hull or catamaran boat, with covered cabin or wheelhouse, trailer, and single or dual outboard motors capable of maneuvering inshore and offshore/nearshore ocean environments. It shall be capable of being trailered over hundreds of miles. This boat requires a large open work deck that can carry research equipment and withstand the rigors of field operations and associated research gear being brought on and off deck many times a day, over hundreds of days a year. Additionally, the boat, trailer and propulsion shall meet the following minimum technical specifications:

Research operations being supported:

● Nearshore scuba diving

● Small autonomous underwater vehicles surveys and mission support

● Small-class remotely operated vehicle mission support

● Single beam and multibeam sonar transect surveys for coastal and ocean seafloor habitats and fish

● Nearshore lander and seabed sensor deployment and recovery

● Geographic focus: from Chesapeake Bay to Florida Keys, within 20 miles from shore

Requirements and specifications

● Length and capacity sufficient to carry at least 6 crew with operator and equipment

● Vessel length 24 to 27’

● Vessel beam at least 8’ 6”

● Single or twin outboard propulsion totaling at least 300 HP mounted on full width transom bracket

● Helm to include steering wheel, throttle shift control, electrical switches, tachometer, volt meter, engine hour meter.

● Fully covered wheelhouse or cabin to protect the operator at helm and operators monitoring sensor acquisition systems and computers

● Cabin or wheelhouse enclosure shall be solid on front and sides with windows that open

● Rear of cabin or wheelhouse may include solid bulkhead and door or curtains for access to back deck and for ventilation

● Cabin or wheelhouse shall have a second counter or platform for sensor operator at least 16” wide to support a laptop for monitoring scientific sensors

● Transom deadrise angle for v-hull boat at least 20 degrees

● Open deck behind wheelhouse at least 8’ x 6’

● Forward bow access with at least 30” tall bow railing and grab bars along exterior of wheelhouse

● Transom or side door for access to waterline

● Automatic Bilge Pump

● Dual 12V batteries

● The contractor shall provide sea trial with government representative prior to delivery

● The contractor shall include delivery FOB destination

● The contractor shall provide with cost proposal detailed dimensions and scaled drawings of the vessel design top, side, and cutaways to show cabin interior layout and dimensions of any storage and holds, specifying swing direction of any doors or hatches, showing engine mounted, and approximate waterline and freeboard height.

Options:

The following specification shall be listed individually as options with associated costs in the offeror’s quotation.

● Aluminum trailer with dual or triple axels appropriate to weight rating of vessel

● Hydraulic suspension captain’s chair and second operator chair

● Swim ladder on outboard motor mounting bracket for scuba diver reentry

● Installation and rigging of depth sounder, chart plotter, radar and VHF radios (all electronics will be provided as government furnished equipment)

Design details shall not be altered without TPOC approval.

Contract Type/Evaluation

The Government will award a firm fixed price contract based on Lowest Price Technically Acceptable. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor’s quote.

This RFQ is 100% set aside for small businesses. The associated NAICS code is 336612, Boat Building, with a Size Standard of 1,000 employees.

Offeror Instructions

Each offeror must provide the following information with the quote:

1. The Request for Quote (RFQ) number;

2. The Name, Address, Telephone Number, and Unique Entity Identifier Number of the Offeror;

3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ.

Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;

4. Acknowledgment of Solicitation Amendments (SF-30), if any, and;

5. Completed Past Performance Reference form.

Contractors who do not respond to items 1 through 5 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award.

Quotation Submission Response

Quotes in response to this solicitation shall be submitted electronically via email by 11AM Eastern, on August 16, 2022 to the following Government representative(s):

Offers received after the date and time specified in this solicitation may be excluded from consideration.

The anticipated award date is on or about August 22, 2022.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) A contractor employee shall be identified both by the individual’s name and the contractor’s name when:

(1) Included in NOAA’s locator, and

(2) When submitting any type of electronic correspondence to any NOAA employee or stakeholder.

(b) Any written correspondence from a contractor or any contractor employee shall be printed on company/organization letterhead or otherwise clearly identify the sender as an employee of the company or organization and shall identify the contract number.

(c) Contractors and/or contractor employees shall clearly identify themselves as such in any verbal communications, whether in informal discussion or a formal meeting.
