(vi) Description of Requirement (including a list of any attachments)
SCOPE
The Contractor shall furnish all necessary personnel, facilities, equipment, materials, and transportation to perform two years of Golden Eagle Surveys within the Cleveland National Forest (CNF).
REQUIREMENTS
The work to be performed consists of two years of Golden Eagle surveys on the CNF for the mapped area, including visiting known and historic nest sites and locating and identifying new nest sites. The surveys shall determine presence/absence and reproductive status as outlined in the U.S. Fish & Wildlife
Service (USFWS) survey protocol throughout the upper San Diego River watershed as shown on maps.
All nests, roosts and sightings (adults, nestlings, fledglings) shall be mapped and GPS’ed for each territory. A final report shall be completed at the conclusion of the survey work and include the completed
Natural Resources Management (NRM) Wildlife database spreadsheet (Attachment 2).
PROJECT DESCRIPTION
Surveys shall be conducted to determine presence/absence and reproductive status for approximately ten
Golden Eagle territories on the CNF. Work shall be done according to the Forest and FWS protocol and will involve at least three (3) 4-hour site visits for ground-based surveys, or per protocols for helicopter-based surveys. These visits shall occur each year throughout the survey area. Surveys shall focus on
National Forest System lands and Bureau of Land Management lands only unless additional landowners have granted permission for survey.
Work shall be performed only by qualified Golden Eagle surveyors with previous experience. The contractor is responsible for submitting resumes of the crew leader and crew members to the Contracting
Officer/ Contractor Officer’s Representative (CO/COR) for approval by the CNF.
Weather conditions and access may affect the start date, but surveys must be done to meet the requirements of the protocol. Nesting surveys are to be conducted between January 15 and July 1. Under this contract, nesting status surveys must be initiated by March 1 (Survey work performed in 2022) and
February 1 (Survey work performed in 2023). A draft report documenting the results of the surveys shall be provided by September 30, 2022, and September 30, 2023. A final report based on CNF staff review and comments on the draft shall be completed by December 31, 2023.
PROJECT LOCATION
The survey area is located on the Cleveland National Forest.
Accessibility: All work areas may be reached by walking, driving on four-wheel drive roads and driving on standard county or Forest Service roads. Walking distances will vary within the project areas. Other than El Cajon Mountain, Inaja, and Eagle Peak areas which are near Forest roads and facilities, most areas will require a full day to access and survey, and some will be most accessible for survey by helicopter due to rugged and steep terrain. The Government will not provide special maintenance or snowplowing to keep roads open. Spur roads may not be maintained and are frequently blocked by earth barriers.
The survey area may include recently burned areas. As a result, access may be affected during all or portions of the survey season. To address safety and resource concerns, the Cleveland National Forest
Fire staff has discretion to restrict access to recent burn areas. Additionally, post-fire and post-storm slides and erosion can cause road damage at any time and result in limited vehicle access
Delineation of Survey Areas: See attached maps for specific survey area, and historic and current eagle nesting areas (Exhibit A).
GOVERNMENT-FURNISHED PROPERTY
The Government will deliver to the Contractor the following listed materials, supplies, property, and/or services (hereinafter referred to as "Government-furnished property"). The Contractor shall be liable for all loss or damage of such Government-furnished property until completion and final acceptance of all work required under the contract.
