The Government requires cellular network services (4G/5G) supporting a minimum of 65 lines with bundled voice and data plans offering 8GB and 20GB local data packages. The contractor must provide free local outgoing calls (minimum 300 minutes), free local SMS and incoming calls, free auto-roam subscription, free IDD calls to specified countries, free caller alert and ID, free voicemail in English and Malay, discounted international data and roaming rates, number retention with no early termination charges, waiver of SIM card activation fees, and detailed billing in digital format. A mandatory go/no-go evaluation factor requires submission of a completed Cybersecurity Supply Chain Risk Management (C-SCRM) Questionnaire and Software Producer Attestation Form; failure to comply will result in offer rejection. Technical discriminators include network coverage quality (99% local coverage in Brunei, 24-hour international connectivity), equipment specifications, customer service capabilities, billing detail and accessibility, and data service reliability without prohibited covered telecommunications equipment. Offerors must demonstrate established business presence in Brunei or commit to establishing an office within 30 days of award, provide three years of relevant past performance references, obtain all required local licenses and permits, and submit proof of System for Award Management (SAM) registration.
