3.1 Technical Evaluation Factors

3.1.1 Management Plan

This factor addresses the Contractor’s overall approach and commitment to managing the contract and accomplishing the objectives of this requirement. Offerors are encouraged to provide innovative solutions that provide a positive benefit or advantage to the Government, which may be viewed favorably. The Government has the right to incorporate all or part of the Contractor’s proposed Management Plan. If incorporated, the Management Plan will be binding upon the Contractor and the Government. This factor is comprised of a Management Approach and a Technical Approach, as further described below:

(a) Management Approach - The Management Approach addresses how the Contractor intends to manage the contract in order to successfully accomplish the requirements of the Performance Work Statement. Proposals will be evaluated on the extent to which they provide adequate staffing and communications, as detailed below:

(1) Staffing Plan - The Staffing Plan addresses how the Contractor intends to accomplish the requirements of the PWS using in-house and subcontracted resources. Proposals will be evaluated on the extent to which they propose to (1) provide for the maintenance of a qualified workforce; (2) ensure adequate and efficient resource coverage at all locations under this contract; (3) minimize operational disruption as a result of contractor employee turnover and other constraints to employee availability; and (4) respond to emergency situations requiring rapid response both remotely, and onsite.

Submission Requirements - The Staffing Plan should include:

(i) Positions, their titles, responsibilities, physical locations, and locations supported. Identify the positions and individuals that are proposed as “key” to contract success.

(ii) Minimum experience and qualifications for each position identified

(iii) Training/certifications to be pursued for each position identified

(iv) Subcontractors/Contractor Team Arrangements (CTA) that will be used and their areas of responsibility.

(v) Description of how the contractor plans to recruit and retain personnel, particularly with a focus on continuity of services, and key personnel.

(vi) Description of how the contractor plans to fill vacancies as a result of attrition, including a proposed schedule for recruitment, selection, training, and transition.

(vii) Description of how the Offeror will manage resources with a union agreement (if applicable).

(viii) Description of how resources will be apportioned throughout the performance locations.

(ix) Overall approach, priorities, and the work to be accomplished during the transition phase.

NOTE: After award, the Contractor shall be obligated to adhere to the proposed minimum qualifications for each position. No changes to specific personnel proposed for key positions may be made without the government’s consent.

(2) Communications Plan Outline - The Communications Plan Outline addresses how the Contractor intends to communicate with GSA staff and other stakeholders.

Proposals will be evaluated on the extent to which the plan proposed ensures (1) all concerned parties are informed and up to date on all building projects and issues; (2) the Contractor’s plan facilitates strategic and tactical planning; and (3) pertinent information is systematically documented and provides for greater ease of access for personnel.

Submission Requirements - The Communications Plan should include the Contractor’s method for providing the GSA staff and other stakeholders with accurate, and current status of contract activities. The plan should articulate specifics on how the Contractor shall maintain communication on the status of the three main performance areas: Application Support; Engineering Support;

and Building Automation Systems Operations, Maintenance, and Updates Support, as well as any Indefinite Deliverable provisions. The Contractor should articulate specifics on how this will be accomplished, including the information to be provided, goals and objectives. The Contractor should identify their plan for receiving, and responding to, emergency, urgent, and routine work both during normal hours, and after-hours.

(3) Quality Control Outline - The Quality Control Outline addresses how the Offeror intends to ensure the quality of services performed under this contract.
