Statement of Requirements Title: Thermal measurement system with transient plane source and transient hot wire General Statement of Need:
The Heat Transfer and Alternative Energy Systems (HTAES) Group within the Energy and Environment Division of the National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) contributes to the advancement of measurement science needed to achieve net-zero energy, high-performance buildings. One key component to achieving net-zero energy is advancing building energy technologies, especially thermal insulation for building envelope systems. Accordingly, the focus area for the thermal insulation project within the HTAES group is to improve the tools used for measuring and evaluating thermal properties of various insulation materials and building envelopes. Understanding the thermal properties of various innovative thermal insulation and building envelope materials at various size scales provides important data to achieve high-performance buildings.
Transient Plane Source (TPS) method is a technique for measuring the absolute thermal conductivity, thermal diffusivity, and specific heat of solids. Transient Hot Wire (THW) method is a technique used for measuring the absolute thermal conductivity of liquids. Particularly, the TPS method can be used to measure materials with multiple phases and size scales compared to conventional steady-state measurement methods.
The HTAES group will utilize the thermal measurement instrument for various thermal insulations, phase change materials, as well as thin envelope components (e.g., Tyvek). HTAES also seeks additional benefits from the thermal measurement system to include new measurement capabilities for metallic materials and conductive liquids with orders of magnitude higher thermal conductivity than insulations.
Objective:
The purpose of this requirement is to procure a thermal measurement system with transient plane source and transient hot wire methods, including the capability to measure a range of thermal conductivities of solids and liquids at various size scales from - 40 C to 280 C.
Required Specifications The system shall meet, or exceed, the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, or prototype will not to be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide a Firm Fixed Price Quotation for all of the following CLINS and requirements:
Contract line item 0001: The Contractor shall provide one (1) Transient Plane Source (TPS) system, one (1) Transient Hot Wire (THW) system, and one (1) software package to control both systems and analyze their measured data, in accordance with meeting or exceeding the following minimum specifications:
1. The TPS system shall follow the measurement protocol based on the ISO 22007-2 standard and the THW system shall be compliant with the measurement methods outlined in the ASTM D7896 standard.
2. The TPS system shall include TPS sensors, a sensor control instrument, and a temperature platform. The TPS system shall be controlled by a customized software, developed by the contractor, to be installed in a single computer for measuring thermal properties of materials. The TPS system shall meet or exceed the following minimum requirements:
a. Ability to measure a minimum of four thermal datasets including thermal conductivity, thermal diffusivity, specific heat, and specific heat capacity (per volume or mass) of solid materials as digital data format compatible with Microsoft Excel.
b. A minimum of four different sizes of TPS sensors no more than a radius of 20 mm shall be provided for thermal conductivity measurements. The sensor size shall contain a minimum radius of no more than 1 mm.
c. Measurable ranges of thermal conductivities for bulk materials, containing a minimum thickness of 10 mm, shall be from 0.02 W/mK to 200 W/mK.. Thermal measurement systems shall be able to accommodate the thermal conductivities stated here as a minimum.
d. Measurable ranges of thermal conductivities for thin materials, containing a thickness range from 0.02 mm to 1 mm, shall be from 0.02 W/mK to 1 W/mK. Thermal measurement systems shall be able to accommodate the thermal conductivities stated here as a minimum.
e. The TPS system shall have a minimum of four (4) ports for connecting sensors of thermal conductivity measurements.
f. The temperature platform shall be equipped with a sample chamber accommodating the temperature range from - 40 C to + 280 C for the thermal conductivity measurement.
g. The sample stage in the sample chamber shall be height adjustable and shall be equipped with a port for external gas supply.
3. The THW system shall include a THW sensor, a sensor control instrument, and a temperature platform. THW system shall be controlled by software provided by the contractor and installed in a single computer for measuring thermal data of liquid samples.
a. The THW system shall provide thermal conductivity, thermal diffusivity, specific heat of liquids as digital data format able to be exported in Microsoft Excel.
b. Measurable ranges of thermal conductivities for materials shall be from 0.02 W/mK to 2 W/mK. Thermal measurement systems shall be able to accommodate the thermal conductivities stated here as a minimum.
c. A temperature platform shall be equipped with a liquid sample cell accommodating the temperature range of - 40 C to +280 C.
d. The volume of liquid sample holder shall be a minimum 10 ml.
4. The TPS and THW systems shall be controlled by a single data acquisition software, which shall be installed by the Contractor during installation in a single computer with Window 10 Enterprise operating system provided by NIST.
Delivery Terms:
Delivery shall be FOB DESTINATION and shall occur NLT 12 weeks ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all items to:

The final placement of the system and the location of installation shall occur at the following location on the NIST campus:

Installation:
The instrument shall be a turnkey, stand-alone instrument and installation is required. Installation, at a minimum, shall include uncrating/unpackaging of all equipment to perform a visual inspection, set-up and hook-up of the system, installation of software on NIST’s computer, demonstration of all specifications, and removal of trash. Onsite installation and demonstration shall be performed at NIST (Gaithersburg, MD- Building 226/Room B115). The thermal measurement system shall be delivered and tested to be fully functioning and performing in accordance with the requirements described herein and all OEM specifications.
Training:
NIST requires onsite training on use of the instrument. The contractor shall conduct one training session for up to 5 (five) users on-site at NIST. The training shall provide a thorough demonstration of all system/solution functions, maintenance, data administration, and basic troubleshooting.
The training may be completed at a mutually-agreed upon time at the NIST Gaithersburg, MD Campus Monday – Friday during the operating hours of 8 am to 5 pm immediately after installation and demonstration of specifications. Training shall occur on the same day of installation, or within one week of installation.
Warranty The contractor shall provide a one-year standard commercial warranty for all equipment. .
Inspection and Acceptance:
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The Government shall verify that the ordered equipment has been delivered, installed, and training has been provided per the specifications identified in this document. Verification shall include successful installation of the thermal measurement system and will include operations of TPS and THW systems in the presence of the NIST Contracting Officer’s Representative (COR). Verification shall include measuring a thermal conductivity of a well-known specimen using the TPS system. Following positive NIST COR verification, equipment and services will be accepted.
The place of final acceptance, including installation and training, shall be:

Payment Schedule:
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
| 1. | 100% after receipt and acceptance by the COR of fully delivered and functioning system. |
| 2. | The Government anticipates inspection will occur upon: |
| a. | After the testing procedures set forth in this document have been complete |
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
