About this file
This document is a Request for Quotation (RFQ) for an autosampler accessory compatible with the existing Agilent Cary 5000 UV-Vis Spectrometer at the National Institute of Standards and Technology (NIST) Engineering Lab (EL). The EL requires the autosampler to automate measurements and increase repeatability and throughput for ongoing projects. The RFQ specifies the minimum technical requirements for the autosampler, including a vertical 12-inch mapping stage, light-tight enclosure, R-theta system, and motor controller. It also requires the contractor to provide compatible AutoPRO software. The RFQ is seeking a Firm-Fixed-Price quote for the required products, including shipping and delivery within 8 weeks of contract award. The award will be made to the lowest-priced, technically-acceptable offer. Offerors must provide evidence of their capability to meet the government's requirements and complete all required certifications and representations.

Specifications
Autosampler for use with the Agilent Cary 5000 UV-Vis Spectrometer
Background The National Institute of Standards and Technology’s (NIST) Engineering Lab (EL) is performing research to develop understanding of conventional and innovative materials, components, and systems composing US buildings and infrastructure by developing an understanding of the performance and mechanisms of failure when exposed to simulated and controlled laboratory environments. The EL uses various instruments to characterize infrastructure materials degradation, which includes the existing, Government-owned, Cary 5000 UV-Vis spectrometer, manufactured by Agilent Technologies.
The Materials and Structural Systems Division (MSSD) under EL serves as the world-class resource for developing and promoting the use of science-based tools – measurements, data, models, protocols, and reference standards – to enhance both the global competitiveness of U.S. industry through innovations in building materials and construction technology, and the safety, security, and sustainability of the nation's buildings and physical infrastructure.
Purpose The purpose of this requirement is to obtain an autosampler attachment for the existing Agilent Cary 5000 UV-Vis Spectrometer. Current EL projects, such as the SLP of Photovoltaics and Accelerated Weathering Laboratory, will use the autosampler to automate measurements, increasing repeatability and throughput of these measurements. MSSD requires an autosampler accessory to be compatible with the existing Agilent Cary 5000 UV-Vis Spectrometer. The autosampler accessory must be compatible with the existing spectrometer to measure the transmission of samples, for example: thin films, optics, coatings, and glass.
Description of Required Products The Contractor shall deliver a quantity of one Autosampler accessory for use with the Cary 5000 UV-Vis Spectrometer meeting the following minimum technical requirements and specifications. The existing Cary 5000 UV-Vis Spectrometer was previously purchased and manufactured by Agilent Technologies, Inc. The autosampler shall be compatible with the Cary 5000 UV-Vis Spectrometer as further detailed in the minimum specifications below.
Minimum Specifications The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Inspection & Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. NIST will inspect delivered products within ten (10) business days after delivery to ensure that they conform to the requirements identified in this Specifications document.
The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications.
Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated in Building 226, Room B350 on the NIST Gaithersburg, MD campus. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. NIST will inspect the Autosampler to ensure conformance with the requirements identified in this Specifications document, which includes being compatible with the existing Cary 5000. The Autosampler must operate in accordance with all specifications listed herein. If all requirements are met, the product shall be accepted.
Ownership of the equipment shall transfer to NIST upon acceptance by the Government.
