STATEMENT OF WORK / REQUIREMENTS DOCUMENT

Title: Brand-Name Only for an Instrument Systems absolute UV-vis Spectra Irradiance Measurement System for measuring the irradiance of the SPHERE devices

Requesting Lab: Engineering Laboratory

I. BACKGROUND INFORMATION

The Materials and Structural Systems Division (MSSD) in the Engineering Laboratory (EL) at the National Institute of Standards and Technologies (NIST) serves as the world-class resource for developing and promoting the use of science-based tools, measurements, data, models, protocols, and reference standards, to enhance both the global competitiveness of U.S. industry through innovations in building materials and construction technology, and the safety, security, and sustainability of the nation’s buildings and physical infrastructure. The Infrastructure Materials Group (IMG) under the MSSD developed the SPHERE (Simulated Photodegradation via High Energy Radiant Exposure), which is a unique weathering device for measuring accelerated exposure of materials used in infrastructure. The integrating sphere technology used in NIST weathering devices provides the highest uniformity and intensity of UV irradiation, and the electrode-less microwave-energized mercury arc lamp provides more stability. The use of the NIST SPHERE systems is critical to the mission for research in EL, particularly for Scientific and Technical Research and Services (STRS) projects in the Engineering Materials for Resilient Infrastructure (EMRI) Program, other EL projects examining the service life of polymeric materials, and EL projects using the NIST SPHERE to generate aged plastic particles in the NIST Circular Economic Program. Obtaining accurate NIST-calibrated irradiance data of the SPHERE is vital for NIST to meet the deadlines in all projects involving the accelerated aging of materials. The existing, NIST-owned SPHERE was custom-manufactured by and purchased from Labsphere, Inc.

The MSSD currently owns and operates a CAS140C spectroradiometer, manufactured by Instrument Systems, with an irradiance probe for automating the measurements produced from the existing 2m SPHERE and provides NIST with accurate NIST-calibrated irradiance data. NIST also owns and operates two (2) existing 6-Port (0.5m) SPHERE’s (manufactured and purchased from Labsphere), for which the current CASA140C cannot accurately measure the irradiance (the intensity of the 6-Port 0.5m SPHERE is 4 times higher than the 2m SPHERE). MSSD therefore acquired a CDS-2600 UV-vis spectrometer from Labsphere, Inc. for measuring the higher irradiance of the 0.5 m SPHERE. This spectrometer can measure the higher spectra irradiance but provides insufficient irradiance data below 280nm. Furthermore, it is difficult to attain accurate calibration files (including stay light correction) from the system to integrate into the MSSD-established automated irradiance measurement program. Therefore, MSSD now requires a compatible commercially produced replacement spectroradiometer to accomplish and maintain accurate irradiance measurement values for the 0.5m and 2 m SPHERE and all weathering devices used at

MSSD.

Purpose/Objective:

NIST seeks to obtain an absolute spectral irradiance measurement system for measuring the irradiance of the SPHERE devices. This irradiance measurement system shall consist of a UV-Vis spectral irradiance spectrometer with a fiber-bundle and cosine receiver assembly to be used to measure the irradiance of the sphere wall and sample location at the exit port on existing SPHERE systems, including the SPHERE (2m) and two 6-port (0.5 m) SPHEREs.
