About this file
This Limited-Sources Justification (LSJ) document details U.S. Customs and Border Protection's (CBP) intent to procure proprietary telephone equipment from Avaya resellers under GSA Schedule GS-35F-0156V. CBP seeks to limit the solicitation to Avaya's resellers due to the Avaya Aura Communication Manager being the predominant telephone system used worldwide within CBP, which has been certified on their network and is logistically supported through a tier system. The acquisition is justified under an urgent and compelling need provision, with CBP citing existing technical infrastructure, positive troubleshooting network, and decreased response time as key rationales for selecting a single-source solution. The document indicates CBP will post the requirement on FedBizOpps and intends to award a firm fixed price delivery order, with the contracting officer certifying the justification's accuracy and completeness.
