About this file
This is a request for quotes solicitation for a PerkinElmer IVIS SpectrumCT In Vivo Imaging System. The National Institutes of Health, National Institute of Allergy and Infectious Diseases, Division of Intramural Research, Laboratory of Malaria and Vector Research requires the imaging system to support critical research projects analyzing fluorescence in animal skin and parasites in animal organs. Quotes are due by September 8, 2022 and award is estimated for September 30 through December 30, 2022. The requirement is set aside for small businesses as a full and open competition with a brand name restriction for PerkinElmer products only. Delivery is requested as soon as possible to 33 North Drive, Bethesda, MD and invoicing will be submitted electronically to NIH.

projects the LMVR is in great need of a state-of-the-art in vivo imaging system with capabilities that can address the various projects of the laboratory.
In vivo imaging system has been of great demand by most sections and units of LMVR and other DIR Laboratories and Branches located in the Twinbrook area campus. The IVIS SpectrumCT Imaging System (PerkinElmer) offers two-dimensional (2D) and three-dimensional (3D) in vivo imaging capabilities along with integrated low-dose microcomputer tomography (microCT) analysis, ideal for longitudinal studies in mice and other animal models, as well as insect vectors, such as ticks, mosquitoes, and sand flies. The system provides researchers with greater insights into complex biological systems by enabling simultaneous molecular and anatomical non-invasive imaging in animal models, permitting the repeated examination of the same animals longitudinally over time. The new system will allow imaging of bioluminescence and of fluorescence, and beyond the traditional 2D imaging, it will also generate 3D images in conjunction with anatomical information through the integrated microCT system. The shift in wavelength, as light traverses the tissues, makes it possible calculate the depth of the signal, and thus determine the precise anatomical localization of the light source. This is a very powerful imaging system and its outputs are easily integrated with current best practices for scientific publications.
3. Description of the supplies or services required to meet the agency’s needs (including the estimated value).
Project title. PerkinElmer IVIS SpectrumCT In Vivo Imaging System
a. Project description.
The NIH, NIAID, DIR, Laboratory of Malaria and Vector Research (LMVR) has a number of laboratory sections and units that have critical projects requiring more sophisticated imaging instruments. These projects include the analysis of florescence parasites in the skin of animals, detection of critical proteins in malaria parasites, molecular interactions between parasites and human cells, molecular interactions between malaria parasites and mosquito cells, molecular interactions between Leishmania parasites and sand fly midgut proteins, assessment of fluorescent parasites for genetic exchange inside the gut of sand flies. To pursue these projects the LMVR is in great need of a state-of-the-art in vivo imaging system with capabilities that can address the various projects of the laboratory.
Requirement type.
Research & development (R&D) R & D support services
This acquisition is conducted under the authority of the Services Acquisition Reform Act of 2003 (41 U.S.C. 428a).
5. Demonstration that the proposed contractor(s) unique qualifications or the nature of the acquisition requires use of the authority cited.
a. Name and address of the proposed contractor(s).
PerkinElmer Health Sciences Inc.
710 Bridgeport Avenue Shelton, CT 06484-4794 1-800-762-4000
b. Nature of the acquisition and proposed unique qualifications of the company.
The IVIS SpectrumCT is the system with the highest sensitivity cameras for the detection of down to single cells in living lab animals. The camera is capable of detecting bioluminescence, fluorescence, chemiluminescence and Cerenkov luminescence signals.
The PerkinElmer IVIS is also the only system with full spectrum fluorescence imaging requires a series of high efficiency, narrow bandwidth excitation and emission filters. The SpectrumCT includes 10 excitation filters (30 nm bandwidth) and 18 emission filters (20 nm bandwidth), for both transmission and reflectance-mode fluorescence imaging.
The PerkinElmer IVIS has an Enhanced imaging sensitivity for deep tissue fluorescence detection is accomplished with a transillumination fluorescence, wherein the excitation light is rerouted to a concentrated beam and excites from underneath the subject, in contrast to standard epi-illumination. This imaging method can improve light penetration through the subject, resulting in deeper tissue detection. Transillumination technology is also imperative for the 3D rendering of fluorescent reporters.
The PerkinElmer IVIS is the only system with 3D diffuse tomographic reconstruction feature of the IVIS SpectrumCT providing increased image resolution (+/- 1mm) for both bioluminescence and fluorescence signals and a deeper understanding of source localization and intensity at depth.
High-efficiency spectral filters coupled with sophisticated Diffuse Light Imaging Tomography (DLIT) software tools facilitate 3D tomography of bioluminescent signals. Transillumination-normalized raster scans and Fluorescence Light Imaging Tomography (FLIT) algorithms facilitate 3D tomography of fluorescent signals.
6. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable. Indicate whether a FedBizOpps notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.
Acquisition Alternatives
Acquisition alternatives were considered, including the potential for use of HHS’ Strategic Sourcing Contract portfolio, the National Institutes of Health’s Technology Assessment and Acquisition Center (NITAAC)’s government-wide acquisition contracts (GWAC), other indefinite-delivery contracts, or Federal Supply Schedules to acquire the required supplies/services. The products offered on Ability One was reviewed as well as other priority sources, however, none were able to satisfy the requirement of the government in either product/service specifications or the product was not offered by a priority source.
The NIH BPA list was reviewed for potential vendors in the BPA area of medical/scientific equipment. None of the vendors in the list are able to offer the PerkinElmer IVIS instrument to the government.
The GSA Advantage list was reviewed for potential vendor contracts. There is one vendor able to offer the Perkin Elmer In vivo Imaging System (IVIS) Instrument, Spectrum CT to the government. However, in order to promote competition, this will be sourced from the open market so the manufacturer and reseller can provide quotes.
7. Determination by the Contracting Officer that the anticipated cost/price to the Government will be fair and reasonable.
There are no known cost, schedule, capability, or performance constraints for this acquisition. The price is determined to be fair and reasonable based on the fact none of the vendors in the BPA list are able to offer the PerkinElmer IVIS instrument to the government.
8. Description of the market research conducted (see FAR Part 10) and the results, or a statement of the reasons market research was not conducted.
The NIH BPA list was reviewed for potential vendors in the BPA area of medical/scientific equipment. None of the vendors in the list are able to offer the PerkinElmer IVIS instrument to the government.
9. Any other facts supporting the use of other than full and open competition.
This is a Brand Name acquisition of the PerkinElmer IVIS SpectrumCT In Vivo Imaging System. PerkinElmer is the sole manufacturer of the instrument. There are three authorized vendors of this instrument in the USA, inclusive of the OEM.
The other two companies are Franklin Young International and Government
