Statement of Work Summary: Procure Air Compressors, X311 and X31

This Statement of Work (SOW), effective July 1, 2026, defines requirements for procuring and installing two separate air compressor systems at U.S. Naval Base Yokosuka, Japan. Item 0001 specifies an air compressor with integrated air dryer for the X31I Inside Machine Shop at Building A-48, requiring delivery of clean and dry compressed air to existing valve test stands. The compressor must be an oil-free scroll type with 830 L/min free air delivery, 7.5 ±0.5 kW output power, pressure control range of 0.65-0.75 MPa or wider, audible noise of 60 dB or less at 1.5 meters, dimensions of 1,000mm(L) x 750mm(D) x 1,500mm(H) or smaller, and a built-in air dryer maintaining atmospheric dew point of 16°C or lower. The system includes a 120-liter air tank with pressure gauge, relief valve, and drain valve, plus a three-stage filtration unit (water separator, particle filter at 3 micrometers, and micro mist separator at 0.01 micrometer) to maintain Grade D OSHA breathing air standards. The contractor must provide a 15-meter power cable (CVT type), 20 meters of waterproof flexible conduit (φ36mm), and various box connectors. Available utility is 210 VAC, 50 Hz, 3P3W, 100A. The contractor shall conduct operational tests before installation at the manufacturer's facility and after installation at the site, with government option to witness both tests. Installation includes leveling blocks, anchor bolts, component assembly per provided sketches, piping modifications, and two hours of maintenance and operation training in Japanese. Pre-fabrication documents must be submitted within 25 working days after contract award; operational test documents 10 working days before testing; instruction manuals in Japanese before delivery; and completion documents (approved manual, test results, SDSs for hazardous materials, PCB certification, one-year warranty, and local standard certifications) in three paper copies and one CD/DVD at delivery.

Item 0002 procures one additional compressor for waterjet cutting machines with significantly larger capacity specifications. This oil-free compressor must deliver 1,300 L/min or more discharge volume, maintain preset discharge pressure of 0.8-1.0 MPa with automated pause/restart capability, measure 1,300×1,300×1,800mm (W×D×H) or less, weigh 600 kg or less, include an integrated air dryer with 12°C dew point (or lower) at 30°C ambient and 70% relative humidity using HFC refrigerant, and feature an emergency stop button with Japanese-language display and safety stickers. The system includes a 200-liter or larger air tank (Ø1,000×2,000mm or smaller, 150 kg or less) rated to 1.4 MPa maximum with integrated safety valve, drain valve, and stop valve. Accessories include a pressure regulator (Rc3/4 thread, 1.0 MPa inlet, 0.69 MPa outlet, 1,360 L/min discharge capacity), pipe fittings in stainless steel (bushings, nipples, tees, cross-fittings), coupling plugs and sockets (Ø21mm), one GFCI unit (100-amp frame and trip, 3-pole), and 20 meters of flexible conduit (hot-dip galvanized steel with PVC coat, Ø35.4mm inner diameter). All work must be completed during 8:00 AM-4:45 PM Monday-Friday (excluding 12:00-12:45 PM lunch and federal holidays). The contractor must provide mobile crane or lifting equipment for unloading, supervise installation by at least one supervisor on-site, conduct quality assurance inspection at contractor's facility (government may witness), and perform acceptance testing at SRF-JRMC with 10 working days advance notice. Training must cover eight equipment operators and six maintenance personnel in Japanese, with all printed training materials provided at no additional cost. Pre-fabrication documents are due within 25 working days of contract award; quality assurance inspection data more than 20 working days before inspection; acceptance test data before testing; and completion documents (Japanese and English instruction manuals, spare parts catalogs, and acceptance test results) within 25 working days after training. Both items require compliance with OSHA standards (29 CFR 1910.212 and 1910.147), equipment from current production models with new materials only, local Japanese dealer networks for maintenance and parts support, and wireless communication functions disabled. The TPOC (Technical Point of Contact) for both items is to be determined.
