LIMITED SOURCES JUSTIFICATION A}ID APPROVAL

1. CONTRACTING ORGANIZATION; The confracting organization responsible for this action is the General Services Administration (GSA), Federal Acquisition Service (FAS), Acquisition Operations Division, Region 5.

2. DESCRIPTION Of AC:|IONr The contractual action is a Brand-Name Firm-Fixed Price (FFP) Delivery Order against the Automatic Identification Technology (AIT-IV) Multiple Award Contract for the purchase of Motorola MC9190 Hand Held Barcode Terminal (HHT) kits and associated holster kits.

3. DESCRIPTION OF SUPPLIES: Purchase Motorola Brand MC9190 HHT kits and Motorola Brand Holster kits for the Air Force Automatic Identification Technology Program Management Office (AIT PMO/ HQ AFMC/A4NA). Detailed kit descriptions are provided via Attachment 1. Quantities below are estimates limited to funding currently provided. The AF AIT PMO also wishes to include the optional quantlty clause, FAPt52.217-6, Option for Increased Quantity (Mar 1989), if additional fimding is provided prior to 01 October 2013. The Government estimate for the current purchase is . Additional quantities, if needed and exercised, will not exceed

Qty Part Number Description

0 MC9190-G30SWEQA660 Motorola MC9190 Hand Held Barcode Terminal Kit 0 333-00030 HHT-C Holster and Shoulder Strap Kit

4. AUTHORITY: The statutory authority permitting other than fuIl and open competition for this acquisition is the Federal Acquisition Regulation, Part 8.405-6(b), Items Peculiar to One Manufacturer.

5. APPLICABILITY OF AUTHORITY: The Air Force Combat Information Transport System (CITS) Program Management Office (PMO) establishes wireless architecture guidance and policy for Automatic ldentification Technology (AIT). The CITS PMO selected Juniper Networks Odyssey Access Client (OAC) xSec protocol for Hand Held Terminal (HHT) wireless architecture to securely connect wireless mobile devices to the CITS Second Generation Wireless Local Area Network (2GWLAN) Infrastructure. The Juniper OAC xSec protocol allows Federal Information Processing Standard (FIPS) 140-2 communication between the CITS 2GWLAN Aruba controller and legacy end devices that do not have the intrinsic ability for FIPS encryption.

The Juniper OAC has an established End of Life (EoL) of 31 Dec 13, which will adversely impact HHTs in the Air Force environment. Juniper confirmed they do not have a roadmap beyond the EoL date for supporting mobile devices. Any vulnerabilities or deficiencies identified would not be conected past the EoL date. Due to this wlnerability, the CITS PMO plans to move away from Juniper OAC xSec and use the WPA2 protocol; this impacts Standard Desktop Configuration (SDC), Windows mobile devices and HHTs on a witeless network.

The newest Motorola HHT for government use, model MC 9190, has a wireless chipset that supports WPA2/FIPS using a native supplicant and does not require Juniper OAC. This unit is the only known HHT on AIT-IV that supports WPA2 and does not require Juniper OAC. The older Motorola MC 9090 and Intermec CK3, CN3 and CK6l do not support WPA2 because they require a newer wireless chipset to offload the encryption.

6. FAIR AND REASONABLE COST: The Contracting Officer will determine pricing to be fair and reasonable prior to award in accordance with AIT-IV list pricing and competition obtained.

7. MARKET RESEARCH CONDUCTED: Market research identified thrce of the five AIT-IV contract holders have the MC9 190 on their contract. CDO Technologies, Lowry Computer Products and Northrop Grumman were contacted and displayed interest in this requirement.

8. OTHERFACTS: None.

9. STEPS TO FOSTER COMPETITION: In accordance with AIT-IV Ordering Procedures, this requirement will be provided to all AIT-IV contract holders in an effort to ensure fair opportunity can be provided ifavailable.

Market research will be conducted prior to exercising the optional quantities clause, to identi$ if any AIT-IV contract holder that was not able to compete for award has similar products. If there are other cost effective options at that time the Government will explore those alternatives. All acquisitions beyond 0l Oct 13 will consider any HHTs that have a chipset that supports WPA2IFIPS using a native supplicant and that does not require Juniper

OAC.
