About this file

This document is an Addendum 1 containing responses to questions submitted during the question period for the Janesville Transit System's Request for Qualifications (RFQ 2021-1) for Architect/Engineering Design Services related to the rehabilitation of the JTS Transfer Center in Janesville, Wisconsin. The project involves comprehensive design services for the rehabilitation and expansion of the existing transfer facility, including replacement of major facility components such as HVAC equipment, plumbing fixtures with vandal-resistant features, lighting in specified areas, and installation of WiFi systems. The scope includes construction of three single-stall family/unisex restrooms on the north side of the building, expansion of existing badge entry door access, adjustments to the existing security camera system, replacement of gutter and downspout systems, and removal and reinstallation of precast concrete elements and a bronze plaque at the north end of the building. The addendum was distributed on March 16, 2021, to all vendors who submitted questions and those registered with Vendor Net, with construction plans and HVAC equipment photos included as supporting materials. The majority of project meetings will be conducted virtually, though some in-person meetings are anticipated.

The addendum clarifies that local geographic presence is not a required selection factor beyond the existing RFQ requirements. Proposers may submit relevant or similar civic projects as alternatives to comprehensive client lists if providing complete experience documentation is burdensome. The project involves federal funding, as indicated by references to Disadvantaged Business Enterprise (DBE) participation goals; however, no contract-specific DBE goal has been established, making DBE participation optional. Non-Wisconsin certified DBEs are acceptable. The City of Janesville's IT and City Tech Services staff will provide support for removal and relocation of existing technology systems such as surveillance cameras during construction. No sprinkler system installation is required, no as-built plans are available for the facility, AutoCAD plans are not provided, and the extent of site work and pavement replacement will be determined during the design phase based on current code compliance evaluations.

City of Janesville, Janesville Transit System Request for Qualifications Architect/Engineering Design Services

JTS RFQ 2021-1

Addendum 1: Responses to Questions 3-16-2021

Janesville Transit System (JTS) received the following questions during the question submittal period. Please find below a response. Additional information about the project is included at the end of this document.

Will the local presence of team members (meaning team members with an office in Janesville) be an important factor in the selection process?

In reviewing the JTS RFQ, I do not see any mention of a need for local team participation. As we look to select our team in response to this RFQ, can you please indicate if a local presence will be an important factor in the selection process. Thank you.

Will the local presence of team members (meaning team members with an office in Janesville) be an important factor in the selection process?

Please note the requirement of IV.C.1.b.; IV.C.1.c; and IV.C.1.d within the RFQ. No other geographic preferences are noted.

After reviewing RFQ (JTS RFQ 2021-1) for Architect/Engineering Design Services for the Janesville Transit Transfer Station, I am wondering if you can clarify the intent of II.N.3.a.

Experience. The instructions ask for a list of all related entities, public and private, for which the Proposer has provided architectural/engineering design services within the past five (5) years. As a 100+ person firm with four locations, this list would number more than 100 for a single year. We would like to respond with the information you need to ensure you are able to judge our experience and past performance. Would a list of relevant/similar or civic projects with the required details be acceptable?

The intent of this question is for the COJ to understand the extent to which the proposer has experience with rehabilitation projects; transit-specific projects; and projects with federal funds involved. If providing the list as stated in the RFQ is burdensome or extremely lengthy provide an adequate listing and an explanation such as what is in your question.

I am also wondering if the addendum will be distributed to all who asked questions or should we plan to check the city’s website on March 16.

The notice of the availability of the addendum will be distributed to the initial list of vendors;

and anyone that emailed a question. The addendum will be posted on the city website and Vendor Net (which may result in an automatic email for those companies registered with Vendor Net).

Are as-builts available?

The city has no as-built plan for this facility. Construction plans are posted as part of the addendum.

JTS RFQ 2021-1

Are AutoCAD plans available?

No.

Can meetings be virtual?

The majority of meetings will be virtual, but some in-person meetings will be necessary.

The RFQ asks for “experience designing buildings wired for computer networks, badge entry door access and interior and exterior security systems”. Is design of these systems included in the scope of this project?

Basic computer network wiring is present; replacement pre-wiring may be needed for efficiency or as part of the breakroom workstation re-design.

The security camera system is already in place; any adjustment to camera placement will require pre-wiring design.

The badge entry door access is already present and will be expanded upon with the presence of additional unisex restrooms.

Wifi will be installed as part of this project.

Is design of electronic communications boards included in the scope of this project?

Electronic communication boards are not included in the scope of this project.

To what extent is lighting replacement required?

Lighting replacement is needed inside the breakroom; lobby; and new northside restrooms.

Enhanced security lighting is desired, if within budget.

To what extent is HVAC replacement required for this project? The Scope states “major facility component replacement”; does that mean all the existing HVAC equipment will be replaced as a part of this work?

The existing HVAC equipment will be replaced as a part of this project.

Is there information on what the existing HVAC systems for the building include?

Photos of the HVAC equipment are posted as part of the addendum.

Is there a preference for types of new HVAC systems, or will we need to provide options?

To what extent will the existing plumbing components be replaced as a part of this work?

JTS RFQ 2021-1

The intent is to replace all plumbing fixtures with a focus on vandal-resistant features in public spaces. We would reuse plumbing piping.

How many new single stall family/unisex restrooms will be included as a part of this work?

JTS anticipates construction of three single stall family/unisex restrooms.

Are these the only new restrooms, or will there be any new multi-user restrooms?

The three single stall family/unisex restrooms are the only new restrooms; no multi-user restrooms will be constructed.

Is there a natural gas service to the site?

Yes.

Being so close to the river, does the existing building have drain tile?

First floor is approximately 8.5 feet above normal river level. Facility built slab on grade with no drain tile. We have no sub-surface water issues on the project site.

Will we need to design an internal roof drain system, or will a gutter/downspout system designed by the Architect be utilized?

Design of an internal roof drain system isn’t expected. Replacement gutter and down spout doesn’t appear to be needed; however, exposed downspouts will need to be prepped and painted.

Is the existing building sprinklered?

No.

If not, will sprinklers be added to the existing building as part of the addition? If sprinklered, is it anticipated that there will be modifications to the existing system besides adding the new building areas?

Sprinklers are not included in the scope of this project.

Is this a unit price or lump sum bid for the site work contractor?

Our approach hasn’t been determined yet.

JTS RFQ 2021-1

Will any other site improvements be needed that don’t’ meet current codes, such as landscaping?

JTS is not aware of any site improvement not meeting current codes. Landscaping will be minimal. The expectation is the selected consultant will evaluate as part of initial design.

Is all pavement expected to be replaced?

No.

Should we assume the repaving will be defined at mostly “maintenance” with less than 1 acre of subgrade disturbance, eliminating the need for a DNR land disturbance permit?

Yes.

Would you please explain this statement on page 13 in more detail “The national goal for participation of Disadvantaged Business Enterprises (DBE) is 10%. The City has established a 3% transit DBE goal with a 0.66% race conscious, 2.34% race neutral split for FFY 2020-2022. A separate contract specific goal has not been established for this procurement.”

Sentence one and two describes the national DBE goal and the City’s DBE goal; the purpose of these sentences is to provide background information. The third sentence states there is no contract goal associated with this contract.; this means DBE participation in this contract is not required.

In selecting a DBE team member, does the DBE team member need to be part of the DBE-UCP Directory for Wisconsin or is the only requirement to be a DBE firm?

Non-WI certified DBEs are welcome.

Will you be sending a set of the original drawings in the Addendum?

Yes.

Do the existing drawings you have available include Record Drawing mark-ups?

No.

Do you have shop drawings and product data information for the original construction effort?

A record of approved shop drawings is not available, but we do have the original contract technical specifications citing preapproved products.

We believe we understood from the recent site-visit you want to continue to utilize your existing technology systems-- such as the surveillance system. Will JTS’ in-house (or regular)

JTS RFQ 2021-1

IT support team for those existing systems be able/ willing to work with us and assist the Contractor with relocation/ adjustments to those systems OR will the A/E team be responsible for such IT system modification planning and setting-up bid documents to allow those systems to be adjusted/ relocated during construction operations?

City Tech Services and IT staff will assist with removing and mounting cameras.

Notes from the City of Janesville

1. Transfer Center construction plans and HVAC photos are included with this PDF.

2. The City desires to have the precast concrete elements (including sub station lettering) and the bronze plaque located at the north end of the building removed and re-installed as part of the project. Photos are included as part of the addendum.
