This is a Request for Qualifications (RFQ) memorandum issued by the Air Force Reserve Command's 452nd Contracting Squadron for Architect-Engineer (A&E) services to support Repair Runway Project PDPG26-0103 at March Air Reserve Base, California. The Government intends to award a firm-fixed-price contract to the most highly qualified A&E firm and anticipates setting aside the acquisition for 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under NAICS code 541330 "Engineering Services" with a size standard of $25.5 million annually. This is strictly a qualifications-based market research procurement; no solicitation package, technical information, or bidder list will be issued. The Government will select three most highly qualified offerors for Phase II discussions, with the top-ranked firm receiving the subsequent Request for Proposal and entering negotiations. Funds are not presently available, and the Government reserves the right to cancel this RFQ or subsequent RFP without obligation to reimburse offerors for any costs. A full design team is required, and SF 330 submissions must remain valid for 120 days after the response due date.
The planned services include developing a 35% design document package with drawings, outline specifications, design analysis, and cost estimates addressing major maintenance and rehabilitation needs for airfield pavement. Design solutions must cover mill and overlays, complete reconstruction, selective slab replacement, localized full-depth patching, crack sealing, and joint seal replacements across the runway, taxiway, and apron network for both Asphalt Concrete and Portland Cement Concrete pavements. Primary selection criteria, listed in descending order of importance, include: specialized experience and technical competence in airfield pavement design, pavement condition analysis using the PAVER system, DoD/Air Force facility design per UFC standards, and airfield phasing operations; professional qualifications with a Project Manager having minimum five years managing multi-discipline A&E projects for DoD clients and a lead Civil/Pavement Engineer professionally registered in California; past performance on Government and private contracts evaluated through CPARS or client letters; demonstrated capacity to accomplish the 35% design within 120 calendar days from award; and location knowledge demonstrated through relevant March ARB or Southern California military installation project experience or narrative description of regional-specific challenges. Offerors must comply with DFARS provision 252.204-7019 and be registered in the Supplier Performance Risk System (SPRS); contractors not registered will be disqualified. Interested firms must submit SF 330 packages in searchable PDF format via email to marissa.lopez.5@us.af.mil and elidec.frias.1@us.af.mil no later than 2:00 PM PST on August 7, 2026. 1. This is a Request for Qualifications (RFQ) based on the capabilities and experience related to efforts necessary to manage and execute A&E services for the Government's planned Repair Runway Project PDPG26-0103, Survey and Report pavement present conditions for airfield at March Air Reserve Base, CA. The Government intends to award a Firm-Fixed-Price contract to the most highly qualified A&E firm in accordance with Federal Acquisition Regulation (FAR) 36.602-4(b) for A&E services. The Government anticipates this acquisition to be set aside for 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns with a NAICS code of 541330 "Engineering Services." The annual small business size standard for this NAICS code is $25.5 million. A full design team is required to complete this project. SF 330 submissions must be valid for 120 days after the response due date.
The Government will select the three most highly qualified offerors ranked in order by their qualifications applicable to the terms and conditions of the contract. Proposal preparation instructions and proposal due date will be specified in the contract Request for Proposal (RFP). An RFP will be issued to the most highly qualified firm to perform the required services. If a reasonable negotiated price cannot be attained, then an RFP will be sent to the next most highly qualified contractor.
Notice to Offerors: This is a Request for Qualifications and is not to be confused with a Request for Quote or Request for Proposal (RFP). This is a request for Standard Form (SF) 330 Architect-Engineer Qualifications packages only. All information needed to submit SF330 documents is contained herein. No solicitation package, technical information, or bidder/plan holder list will be issued. This RFQ is strictly used by the Government to conduct market research to determine the 3 most highly qualified contractors for this contract.
Funds are not presently available for this effort. No award will be made under this RFQ or subsequent RFP until funds are available. The Government reserves the right to cancel this RFQ or subsequent RFP either before or after the closing date for receipt of responses. In the event the Government cancels this RFQ or subsequent RFP, the Government has no obligation to reimburse an offeror for any costs.
