The purpose of this amendment is to: A) revise the Statement of Work to change a requirement, B) provide answers to questions received in response to the amendment A0002 to the solicitation, and to C) extend the deadline for quotations to October 19, 2020 at 1:00PM ET (Eastern Time).

A) The following statement is hereby added to the Scope section of the RFQ.

The Contractor shall perform all services under this contract within the continental United States (CONUS). All services and CFTC data shall reside within CONUS.

As a result of the above, the attached relevant change page is provided as follows:

1. Page 1 of the original RFQ is replaced with the attached page 1.

B) Questions and Answers are as follows:

1. Can a vendor from outside the United States submit a quotation in response to this RFQ? (i.e., from India or Canada)

Yes, however, per the Scope section of the RFQ, "All services and CFTC data shall reside within CONUS."

2. Will the awardee need to come on-site for meetings?

No.

3. Can a vendor perform the tasks (related to RFP) outside of the United States? (i.e., from India or Canada)

No. Per the Scope section of the RFQ, “The Contractor shall perform all services under this contract within the continental United States (CONUS). All services and CFTC data shall reside within CONUS.”

4. Can we submit the proposals via email?

Yes, per the submission instructions in the RFQ, quotations shall be sent via email to cpark@cftc.gov, referencing the RFQ number and title in the subject line.

5. Can a technology such as, a Plug-in to the Autodesk Software (i.e., AutoCAD & Revit) be used in a proposed solution?

No, it may not. Per the RFQ, CFTC requires a solution that would not require a plug-in or ActiveX control to fulfill the functional/system requirements specified.

6. Does the software need to be FEDRAMP Certified before award?

The software must be FEDRAMP Certified currently or it must have an effective or provisional FedRAMP authorization package by the RFQ closing date and time.

7. Can the FEDRAMP Certification be in process? Will this be technically acceptable?

No. To be considered technically acceptable, the solution shall have a completed (i.e., effective) FedRAMP certification or a provisional FedRAMP authorization package at the time of RFQ closing.

If such vendors do not submit a new or revised quotation, CFTC will consider their previous quotation submitted for this procurement.

Part I

Statement of Work

"Computer Aided Facility Management System and Services"

1. Background

The Commodity Futures Trading Commission (CFTC) implemented a web-based computer aided facility management (CAFM) system in 2009 to support a major space expansion project as well as ongoing space management activities via a third-party managed hosting provider.

The CFTC is headquartered in Washington, DC and has three regional offices located in Chicago, Kansas City, and New York. The CFTC is currently engaged in developing relocation plans for all four of its sites. This will result in a change in the amount of rentable square footage (RSF) in each location. The Contractor shall load the new space into the CAFM system two to three months prior to the physical relocation of each facility. The current space will then be deactivated one to two months after the physical move. Details of the current and new RSF for each location are as follows:

The CFTC acknowledges the right of both Contractor and Government to seek an equitable adjustment to the contract pricing (i.e., current period and future option periods) if the rentable square footage increases or decreases 10% from the square footage in the above table.

2. Scope

CFTC requires a web-based CAFM system that includes hosting, migration services, system support, data management, and system administration services. In addition, the Contractor shall work with the Contracting Officer's Representative (COR) to troubleshoot issues. The Contractor shall perform all services under this contract within the continental United States (CONUS). All services and CFTC data shall reside within CONUS.
