1.0 BACKGROUND

The Cancer Prevention Fellowship Program (CPFP) is a multidisciplinary postdoctoral program that trains future leaders in the field of cancer prevention and control. The program is run by the the National Cancer Institute (NCI) Division of Cancer Prevention (DCP). The CPFP provides research fellows the opportunity to develop an independent research program from a variety of specialized disciplines, such as basic science, epidemiology, health services research, medicine, behavioral science, nursing, social science, nutrition, health education/health promotion, law, dentistry, statistics, geography, exercise science, or engineering. The fellows benefit from mentoring and input from senior scientists and program staff.

The intention of completing the Cancer Prevention Fellowship Program is for the research fellow to become an independent investigator. Increasingly, fellows are interested in obtaining academic tenure-track positions and the NIH K-Series: Career Development Awards that would help them to pursue these career paths. The CPFP does not currently offer grantsmanship training geared towards completing the NIH K-Series: Career Development Award application process.

1.1 OBJECTIVE

The primary objective of the Cancer Prevention Fellowship Program (CPFP) is to provide training opportunities that help fellows advance to the next stage of their career in cancer prevention research.

The CPFP requires grant writing training services for up to ten (10) fellows who intend to submit NIH K- Series grant proposals in the next year. The training shall focus on the NIH K-Series: Career Development Award grant application process, to include an overview of the fundamentals of grant writing, the different types of K-Series grant, critical elements of K-Series grants, crafting important sections of K-Series grants, understanding funding mechanisms and announcements, and effective writing tactics for assembling grant applications for NIH K-Series awards. The CPFP is seeking an immersive training experience for its fellows that shall involve group instruction, individual coaching, mock section reviews, and editing services from a scientific writer. The training shall enhance fellows’ ability to construct successful grant applications that will receive funding and support.

2.0 SCOPE

The scope of this requirement is for the Contractor to provide technical instruction, hands-on practice, individualized mentorship, and science editing services for up to ten (10) CPFP Fellows working through the development and submission of their NIH K-Series: Career Development Award grant applications.

The Contractor shall provide a consistent and inclusive experience for all participants. The Contracting Officer’s Representative (COR) shall identify the cohort of ten (10) CPFP Fellows eligible to participate in the training. All members of the cohort, identified by the COR, shall have the opportunity to participate in all aspects of the training, even if they individually choose not to participate. The training shall help fellows generate compelling research ideas; develop time management practices throughout the grant process; prepare K-Series grant applications using best practices for specialized sections; and understand the K-Series grant application review criteria. Due to the COVID-19 pandemic, aspects of the training may be held virtually. The situation is very fluid and subject to change given NIH Policies for in-person meetings. Therefore, this Statement of Work envisions alternative scenarios, one involving traditional in-person training and one involving virtual training.

3.0 CONTRACT REQUIREMENTS

The Contractor shall have extensive knowledge and experience with the NIH K-Series: Career Development Award grant writing process. Moreover, the Contractor must be familiar with NIH K- Series required forms and grant application format. Independently, and not as an agent of the Government, the Contractor shall furnish all necessary labor, materials, supplies, equipment and services not otherwise provided by the Government to perform the following tasks:

The training shall be a mix of lecture and interactive opportunities, such as break-out sessions and dialogue with the instructor, in order to fully engage the participants. Instruction shall include general topics relating to the NIH grants process and more specific, deeper-dives into the specific sections of K-Series grant applications.

General topics shall include, but are not limited to, the elements of a successful grant; strategy and communication of research; time management best practices; and K-Series application review criteria. Deeper dives into specific sections of the NIH K-Series grant application shall include the cover letter; cover page supplement form; project/performance site location form; SF 424: Research & Related (R&R) Form; and the PHS 398: Career Development Award Supplemental Form. Please see Appendix 1 for the full list of sub-sections for the SF 424 and PHS 398.

The group instruction shall address both the practical and conceptual topics relating to the NIH K-Series grant proposal process. The group instruction shall be delivered in a professional manner that imparts useful information to participants about good grantsmanship strategies.

The logistics of the Group Training are fluid, due to the ongoing COVID-19 pandemic. The Contractor shall plan to conduct the group training virtually using an online training environment. The virtual training should be adaptable to in-person instruction should circumstances allow. If in-person instruction is allowed by NIH Policy, the CPFP will make the meeting room reservation on the NIH campus. For the virtual training, the Contractor is responsible for providing the virtual meeting platform. The participants will utilize their own computers to access the virtual learning environment. The training shall be structured in a way that makes best use of the online training environment (such as break-out sessions, survey polls, and live instructors).
