This announcement constitutes the only solicitation; quotations are being requested, and any other written solicitation document will not be issued.

This solicitation is a Request for Quotation (RFQ). This solicitation 75N91020Q00087, is issued as a request for quote (RFQ) and includes all applicable provisions and clauses in effect through FAR Federal Acquisition Circular (FAC) 2020-06 (06-05-2020), simplified acquisition procedures for commercial items.

The associated North American Industry Classification System (NAICS) code for this procurement is 541715, with a small business size standard of 1,000 employees.

Only one award will be made as a result of this solicitation. This will be awarded as a Time and Materials purchase order. THIS ACQUISITION IS BEING CONDUCTED USING COMPETITIVE PROCEDURES under FAR 13.106-1(d) and is A TOTAL SMALL BUSINESS SET ASIDE.

The National Cancer Institute is seeking to contract with a commercial Institutional Review Board (IRB) to serve as a Central IRB (CIRB) for the intake, processing and review of multi-state/site minimal risk registry linkage studies. The requesting investigator must provide evidence of Institutional IRB review and approval (or exemption) to initiate the VPR-CLS linkage request process. Aside from VPR-CLS multi-site studies, the CIRB is also intended to review studies funded by

RFQ 75N91020Q00087 2

and conducted by National Cancer Institute (NCI) staff within the Division of Cancer Control and Population Studies (DCCPS) or other NCI divisions with a related need for a CIRB review for those studies meeting the definition of minimal risk and eligible for expedited review.. All responsible sources may submit a response which, if timely received, must be considered by the agency. All interested companies shall provide quotation(s) for the requirement defined in Attachment 1 – Statement of Work.

IV. Place of Performance

Service shall be performed remotely from the Contractor’s facility.

V. Severable Services

The services acquired under this purchase order are severable services. Funds are only available for use for the line item to which they are obligated. Unused funds from one period (line item) may not rollover for use in other periods.

VI. Period of Performance

The anticipated period of performance shall consist of one (1) 12-month base period, plus two (2), 12-month Option Periods as follows:

Base Period: September 15, 2020 – September 14, 2021 Option Period 1: September 15, 2021 – September 14, 2022 Option Period 2: September 15, 2022 – September 14, 2023

VII. Basis for Award and Evaluation

Award shall be made to the quoter whose quotation offers the best value to the Government and whose quote must be deemed technically acceptable. A technically acceptable quote is one in which the quoter(s) complies with the Statement of Work (SOW) and does not take exception, nor object to any of the terms of the RFQ. Quotes that are not technically acceptable will not be considered for award.

Evaluation and award will be conducted in accordance with the requirements of FAR 13.106. The technical evaluation will be a determination based on information furnished by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the quotation. The Government intends to evaluate quotations and make a single award. Quotations should contain the quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to request quote revisions that seek additional price discounts, provide revisions to the technical quote, or clarify aspects of the quote. In the event quote revisions are requested, the Government will not necessarily be seeking revisions from all quoters. The Government may reject any or all quotes if such action is in the public interest and waive informalities and minor irregularities in quotes received.

The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s).

The following factors and sub-factors will be used to determine acceptability: (See Attachment 2 – Evaluation Criteria)

RFQ 75N91020Q00087 3

1. Factor #1 – Technical Capability

2. Factor #2 – Past Performance
