RFQ Summary: Dual Dissolution Bath with Autosampler System

This is a Request for Quotation (RFQ) for commercial products and services issued by the FDA's San Juan Medical Products Laboratory (SJNLMP) under RFQ No. 75F40126Q00091. The requirement is for a new, dual bathless dissolution system with integrated autosampler and controller software to replace an obsolete system currently in use for routine pharmaceutical sample analysis. The procurement is structured as a total small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of $41.5 million. Quotations must be submitted in two separate volumes—Technical (Volume I, maximum 10 pages, excluding pricing) and Price (Volume II)—and must clearly identify the manufacturer, model number, country of manufacture, equipment condition, company GSA schedule contract number, System for Award Management Unique Entity ID, and confirmation of 90-day price validity. The question deadline is May 5, 2026, by noon EST, and quotation submissions are due by the date and time listed in SAM.gov.

The system must comply with ISO/IEC 17025:2017, ISO 9001:2008, 21 CFR Part 11, USP, and cGMP/cGLP standards and include dual 115V bathless dissolution instruments with six spindle drives, color touch screen display, automatic height adjustment, twelve wireless serialized RTD shaft assemblies with certifications, and twelve serialized paddle blades and amber glass vessels. The 115V autosampler must include precision syringe pumps, optimized pathway with less than 5 mL internal volume, capability to sample from two baths independently or simultaneously, and six sampling positions. Additional components include an autosampler filter system with two filter stations for 25 mm syringe filters and supporting racks, plus a controller software and Windows 11 workstation with 21 CFR Part 11 compliance. Delivery, installation, and training must occur within 6–8 weeks after contract award at the facility in San Juan, Puerto Rico (8:00 AM–4:00 PM, Monday–Friday). Contractors must provide onsite installation with factory-certified personnel, Hardware IQ/OQ and Software IQ/OQ documentation including 21 CFR Part 11 verification, onsite training for three to five users, and a minimum three-year limited warranty covering parts, labor, travel, software updates, and one preventative maintenance visit at 11–12 months post-installation. All installation and warranty services must be performed by OEM-trained or OEM-certified engineers authorized by the original equipment manufacturer, with technical support provided through a call center staffed by senior engineers. The evaluation will be based on Technical (approximately 50% weight) and Price (approximately 50% weight) factors, with award intended without discussions. Invoices must be submitted electronically through the FDA's Invoice Processing Platform (IPP) system.
