About this file
This is a Request for Quotation (RFQ) issued by the U.S. Food and Drug Administration's (FDA) Center for Devices and Radiological Health (CDRH) for the purchase of one Heart Valve Accelerated Wear Durability Test System. The solicitation is a total small business set-aside under NAICS code 334516, with a size standard of 1,000 employees. The system will be used in regulatory science research to develop and standardize non-clinical test methods for durability assessment of peripheral and cardiac valve devices, enabling accelerated wear testing to evaluate long-term durability and fatigue resistance of valvular devices.
Key procurement details include a quotation deadline of September 8, 2025 by 11AM, with questions due by September 29, 2025. Vendors must submit two-volume responses: a technical volume (maximum 20 pages) excluding pricing, and a pricing volume with a completed pricing schedule. The system must include six independent test chambers, at least 12 pressure transducers, temperature control, capability to test various valve types and sizes up to 40mm, and meet ISO 5840 standard requirements. The contract includes a 12-month warranty, remote training for five users, and optional annual maintenance. The procurement will use a Lowest Price Technically Acceptable (LPTA) evaluation method, with technical and price factors considered approximately equal.

Title: Purchase One (1) Heart Valve Accelerated Wear Durability Test System
1. Description of Requirement:
The U.S. Food and Drug Administration's (FDA) Center for Devices and Radiological Health (CDRH), intends to purchase one (1) Heart Valve Accelerated Wear Durability Test System.
This test system will be directly used in regulatory science research projects carried out by the Cardiac Device Flow Laboratory to develop and standardize non-clinical test methods for durability assessment of peripheral and cardiac valve devices. Accelerated wear testing is a critical pre-market regulatory test requirement to evaluate the long-term durability and fatigue resistance of valvular devices, ensuring they can withstand millions of cardiac/respiratory cycles safely and effectively before use in animal studies and human subject trials.
1.1 Background
1.2 Objective
https://www.sba.gov/document/support-table-size-standards
There is regulatory need to develop and standardize new/existing non-clinical test methods for evaluating the long-term durability performance of peripheral (i.e., venous) and cardiac valve devices through accelerated wear testing. FDA laboratory requires the capability to perform standardized accelerated wear durability testing in accordance with ISO 5840 requirements for heart valve devices. Therefore, FDA is seeking to acquire a sophisticated accelerated wear test system with technology that is capable of subjecting valve devices to millions of cycles under controlled conditions to simulate years of physiological use in an accelerated timeframe.
1.3 Technical Requirements:
The Vendor shall indicate if the minimum salient characteristics have been met to be considered responsive for this requirement.
The vendor shall provide one (1) newly manufactured Heart Valve Accelerated Wear Durability Test System that meets all the technical requirements listed below:
a. The system shall include 6 test chambers/stations for simultaneous accelerated wear testing of 6 valve samples. Each chamber shall have completely independent control and testing functionality.
b. The system shall include a minimum of 12 pressure transducers, i.e., 2 transducers per test chamber/station.
c. The system shall include system temperature control and monitoring with a minimum of one temperature probe. The system should also have the capability of integrating additional temperature probes (optional accessory) for monitoring independent chamber temperature.
d. The system is capable of testing cardiac and peripheral valves: mitral, tricuspid, aortic, pulmonary, venous.
e. The system can accommodate surgical and transcatheter valves.
f. Test valve size: Up to 40 mm.
g. The system integrates with a customizable test valve fixture that is designed and fabricated by the vendor. Test fixture customization will be based-on FDA specific valve design requirements.
h. The system includes three (3) custom test fixtures for vein valves (sizes ~ 9 mm - 12
mm) and three (3) standard test fixtures for heart valves.
i. Operating Frequency: 5 Hz to 50 Hz
j. The system can achieve target physiologic closed valve differential pressures of both cardiac and vein valves.
k. Achievable target closed valve differential pressures: 20 mmHg to 120 mmHg.
l. The system can be integrated with an external high-speed camera system for valve motion video capture. The high-speed camera should be included as an optional accessory.
m. The system is capable of Accelerated Wear and Dynamic Failure Mode testing per ISO 5840 standard requirements.
n. The system includes necessary software and hardware (including computer) for excitation waveform, test frequency, stroke volume, differential pressure, and temperature control and data acquisition in accordance with the ISO 5840 heart valve standard requirements.
o. The system includes an integrated anti-vibration system.
p. Other (Servicing/Warranty/Technical Support) Requirements
The contract shall include:
i. Warranty: Each unit shall be warranted for 12 months from the date of acceptance at no additional cost of the government. Warranty shall include all parts, labor, unlimited travel, and technical support. An optional annual maintenance agreement is not required.
ii. Training: Remote (online-based) training for five (5) end users on the system operation and system maintenance.
Installation: Installation not required to be to be on-site. The equipment will be installed by FDA scientific staff in the CDRH/OSEL/DAM Cardiac Device Flow Laboratory.
q. New Equipment: Shall be newly manufactured unit, not used or refurbished, or previously used for demonstration.
B. Delivery information. The FOB point is DESTINATION.
C. The Period of Performance (POP):
Award date through 12-14 weeks for delivery, plus one (1) year warranty from date of acceptance.

These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited quoter based on the original analysis and address any remaining issues. Once the Government has begun communications with the next best-suited quoter, no further communications with the previous quoter will be entertained until after the contract or order has been awarded. This process shall continue until an agreement is successfully reached and a contract or order is awarded.
