About this file
This is a Request for Quotation (RFQ) issued by the U.S. Food and Drug Administration (FDA) Hyman Food Program (HFP) for two Forma Series 3 Water Jacketed CO2 Incubators. The solicitation is a total small business set-aside under NAICS code 334516 with a 1000-employee size standard. The purpose is to acquire a tri-gas incubation system to support the development and validation of new bacteriological methods for detecting and quantifying thermotolerant Campylobacter in oysters.
The required incubation system must include two water-jacketed tri-gas incubators with specific technical capabilities, including creating a microaerophilic environment, temperature control at 37°C and 42°C, minimum 6.5 cubic feet interior capacity, and precise gas concentration controls. Additional accessories include a mobile stand, CO2 and N2 gas regulators, and gas guards. The system will support research at the FDA's Gulf Coast Seafood Laboratory, addressing an urgent need to update methods for Campylobacter detection due to recent outbreaks linked to raw oyster consumption. The Period of Performance includes a 12-month warranty, and quotations will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with technical and price factors considered approximately equal.

The Government anticipates selecting the best-suited quoter from initial responses, without engaging in exchanges with quoters. Quoters are strongly encouraged to submit their best technical solutions and price in response to this RFQ.
Once the Government determines the quoter that is the best-suited (i.e., the apparent successful quoter), the Government reserves the right to communicate with only that quoter to address any remaining issues, if necessary, and finalize a purchase order with that quoter. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited quoter based on the original analysis and address any remaining issues. Once the Government has begun communications with the next best-suited quoter, no further communications with the previous quoter will be entertained until after the task order has been awarded. This process shall continue until an agreement is successfully reached and a purchase order is awarded.

STATEMENT OF WORK
Purpose
The purpose of this requirement is to acquire a tri-gas incubation system to support the update, development, optimization, and validation of new Bacteriological Analytical Manual (BAM) methods for detecting and quantifying thermotolerant Campylobacter in oysters.
Background
Due to a recent increase in Campylobacter outbreaks linked to raw oyster consumption, there is an urgent need to revise the current BAM method for detecting Campylobacter spp. in oysters. The existing method is over 25 years old and outdated. Furthermore, no validated methods currently exist for quantifying Campylobacter levels in oysters.
Quantification is necessary to conduct applied research that informs both industry and regulatory policy.
Campylobacter bacteria have not been previously cultured at the FDA’s Gulf Coast Seafood Laboratory (GCSL) and require specialized equipment to create a microaerophilic (low oxygen) environment at specific temperatures to support growth.
Several options are available to create this environment, but a tri-gas incubation system was selected for its large interior chamber, which supports a high throughput of samples using various types of culture containers (e.g., flasks, tubes, plates).
The tri-gas incubation system will be used for the development and validation of Campylobacter laboratory methods.
Salient Characteristics The tri-gas incubation system must include the following features:
Incubators
• Two (2) water-jacketed tri-gas (CO₂) incubators
• Capable of creating a microaerophilic environment with: 85% Nitrogen (N₂), 10%
Carbon Dioxide (CO₂), 5% Oxygen (O₂)
• Temperature control at 37°C and 42°C
• Minimum 6.5 cubic feet (184 L) interior capacity
• Water jacket system for consistent temperature uniformity
• Built-in controls to adjust temperature and gas concentrations
• CO₂ sensor included
• 1–20% Oxygen (O₂) control
• Stainless steel interior, easy to disinfect
• Stackable design to conserve lab space
• Operates at 115 volts, 50/60 Hz
Accessories
• One (1) mobile stand
• Two (2) CO₂ gas guards (for automatic canister switching)
• Two (2) CO₂ gas regulators
• Two (2) N₂ gas regulators
• Two (2) wall clamps for CO₂ cylinders
Maintenance and Warranty Requirements
• No maintenance agreement is required.
• Warranty: Must include coverage for parts, labor, and service calls for one (1) year following purchase.
• The contractor shall provide a Field Service Report upon completion of each service or maintenance call. This report must include:
• Equipment name, manufacturer, model number, and serial number
• Reason for service call and detailed work performed
• Test instruments or tools used
• Name(s) and contact information of technician(s)
• On-site hours and parts/components replaced
