About this file
This is a Request for Quotation (RFQ) for lab coat services issued by the U.S. Food and Drug Administration's Center for Drug Evaluation and Research (CDER). The solicitation is a total small business set-aside seeking a vendor to provide lab coat and towel services for OPQR, a research division located in St. Louis, MO. The requirement involves transitioning from traditional button-front lab coats to snap-front, fluid-resistant lab coats to enhance laboratory safety, with specific requirements including on-site fitting for scientists, bi-weekly collection and delivery, and laundering services.
The contract will have a 12-month base period with four potential one-year option periods, totaling a potential 5-year contract. The service package must include 40 hand towels and 35 bath towels, with two lab coats per scientist. Vendors must demonstrate the ability to conduct on-site sizing, provide clean lab coats, and be flexible in adjusting service volumes. The RFQ evaluation will consider technical approach and pricing, with both factors weighted approximately equally. The question deadline is July 15, 2025, and quotations are to be submitted through SAM.gov, with a requirement for a firm-fixed-price quote and two-volume submission (technical and pricing).

2. Price

Addendum to FAR 52.212-2
Fator 1: Technical Approach will be evaluated for a demonstrated understanding of the SOW, including scope of work, safety needs (snap-front, fluid-resistant lab coats), and bi-weekly service expectations. Clear and feasible plan for managing sizing sessions, inventory control, laundry logistics, and contingency plans for volume fluctuations.
Confirmation that proposed lab coats meet the snap-front closure and fluid-resistant material requirements. Specification sheets or product descriptions demonstrating compliance with required dimensions and features (e.g., towel sizes, fabric composition).
RFQ No.: 75F40125Q00287 Att
Realistic delivery timeline for initial fitting, sizing, and first round of lab coats post-award.
Confirmation of ability to meet bi-weekly collection and delivery schedule.
The Government will assess narrative response for completeness, logic, feasibility, and alignment with the SOW. Verify documentation against SOW technical specifications. Review proposed timeline in light of required 30-day delivery post-award and ongoing performance expectations.
Factor 2: Price will be evaluated to ensure it contains an itemized breakdown of price and that it is complete, fair, and reasonable given the items or scope of work. The total evaluated price will be the sum of the base period, any option periods, any optional quantities, and any pro-rated amount for the option under FAR 52.217-8.
The Government anticipates selecting the best-suited quoter from initial responses, without engaging in exchanges with quoters. Quoters are strongly encouraged to submit their best technical solutions and price in response to this RFQ.
Once the Government determines the quoter that is the best-suited (i.e., the apparent successful quoter), the Government reserves the right to communicate with only that quoter to address any remaining issues, if necessary, and finalize a task order with that quoter. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited quoter based on the original analysis and address any remaining issues. Once the Government has begun communications with the next best-suited quoter, no further communications with the previous quoter will be entertained until after the task order has been awarded. This process shall continue until an agreement is successfully reached and a task order is awarded.

RFQ No.: 75F40125Q00287 Attachment 1
Statement of Work Lab Coat Services
Background
OPQR provides critical laboratory testing and research support to internal agency colleagues and external partners. As a leading institution in this field, OPQR prioritizes the safety and efficiency of its scientific staff, recognizing that proper personal protective equipment (PPE) is essential to maintaining a secure and productive research environment.
Among the various PPE items required, laboratory coats are one of the most important. Lab coats serve as the first line of defense against hazards such as chemical splashes, biological contaminants, and other laboratory hazards. Lab coats protect both the wearer and the integrity of experiments by helping prevent cross-contamination.
Currently, OPQR scientists utilize button-front lab coats, which have long been standard in laboratory settings. However, this design presents a safety concern in emergencies. In the event of a chemical spill or similar incident requiring immediate garment removal, button-front coats can hinder quick removal—potentially increasing the risk of injury or exposure.
To address this issue, OPQR proposes transitioning to snap-front lab coats, which allow for quicker removal in emergencies. This enhancement significantly reduces exposure risk during spill or contamination events. The proposed lab coats will also be made of fluid-resistant materials, offering added protection against liquid hazards, which is particularly important given the wide range of chemicals and biological materials handled in OPQR labs.
By adopting snap-front, fluid-resistant lab coats, OPQR reaffirms its commitment to staff safety and best practices in laboratory operations. This initiative reflects a proactive approach to risk mitigation and supports the evolving needs of OPQR’s research community.
Objective
The objective of this requirement is to enhance laboratory safety by replacing traditional button-front lab coats with snap-front lab coats made from fluid-resistant materials. This change is intended to:
• Allow faster removal during emergencies
• Minimize exposure to hazardous substances
• Improve overall laboratory safety for OPQR’s scientific staff
