The Government intends to issue a Purchase Order.

The U. S. Food and Drug Administration (FDA), has a need to purchase an Inductively Coupled Plasma Time of Flight Mass Spectrometer (ICP-ToF-MS)

**************************BRAND NAME OR EQUAL ***************************

Description: Statement of Work

1. Scope of Work The Center for Food Safety and Applied Nutrition (CFSAN) requests the purchase of an Inductively Coupled Plasma Time of Flight Mass Spectrometer (ICP-ToF-MS) capable of full mass spectra acquisition (6-280 m/z) with sufficient spectral and time resolution for single event (e.g., nanoparticle, cell) analysis and laser ablation 2D and 3D elemental mapping. This ICP-ToF-MS will be used for analysis of foods and dietary supplements for nutritional, toxic, and other elements.

2. Background:

CFSAN needs an instrument capable of performing high resolution laser ablation imaging and determining particle number concentration, particle mass, element concentrations, and accurate element ratios at low concentrations. Our research methods require temporal monitoring of droplets and particles suspended in solution at rates exceeding 21,700 extractions/s to avoid inaccurate counting due to particle coincidence within the analysis window, particularly for food-grade silver and titanium dioxide nanoparticles. With recent developments of fast-washout cells, high-resolution laser ablation mapping is mostly limited by the acquisition time provided by the sequential quadrupole. Laser ablation mapping using the ToF instrumentation can reduce the analysis time by a factor of 10 when compared to quadrupole mass analyzers. An instrument equipped with a collision/reaction cell and a time-of-flight mass analyzer will provide the agency with the capability for achieving lower particle size detection limits and higher accuracy in determining particle mass, particle number concentration, and element concentrations in complex food matrices. High sensitivity, physical separation of ions from potential interfering ions (e.g., polyatomic and doubly charged species), and fast full mass spectra acquisition capabilities are important not only for multielement single event analysis of nutrient and toxic elements but also for other elements that may be present at very low concentrations such as carbon in microplastics. Multielement single-event analysis may be used to distinguish natural and engineered nanoparticles and to grade the quality of pristine food grade nanoparticles.

The ICP-ToF-MS will be used for laser ablation analysis, other methods of element quantification, and for single particle ICP-MS analysis (spICP-MS). The instrument shall have a fully developed software package to perform up to its design specifications to make for an easy interface for the operator and to communicate with laser ablation and microdroplet generator systems. The system shall have software modules for laser ablation and nanoparticle transient deconvolution, particle counting, particle size and mass calibration using single and multielement droplets, and single event background removal according to Gaussian, Poisson, and compound Poisson statistics. The proposed instrument is required to continue and to expand the efforts of the FDA to protect the U.S. food supply and to respond to emergencies in a timely and accurate manner.

** Important ** **The Vendor shall indicate if the minimum salient characteristics have been met, and how their system meets or exceeds (point by point from RFQ) each detailed technical requirement and include supportive data and descriptions to be considered responsive for this requirement

**The Vendor shall demonstrate the system offered is used successfully by the pharmaceutical industry for applications with similar technical demands.

** Ease of use of the instrument and software to include export data, and images to other programs.
