SECTION C – Statement of Work

Statement of Work / Performance Work Statement Title: Procurement of Passenger and Work Electric Mine Carts

Period of performance of this contract is: 180 days

SECTION 1 – BACKGROUND

The Pittsburgh Mining Research Division needs new electric carts to transport visitors, researchers and other persons around the campus and underground into the research mines on the campus. Currently, the few remaining electric vehicles are at end-of-life and have broke down frequently. Some carts have had their brakes fail leading to a hazardous situation while in use. The Office of the Director needs 4 new electric carts to replace the vehicles they have that are in disrepair.

The carts must be electric and able to navigate inclines and rugged underground terrain. The carts must have rugged tires and brush guards for use in confined, semi-offroad areas. Carts that can only drive on flat, concrete floors cannot be used in the mine because they will get stuck in mud and debris generally found underground. Gasoline powered carts cannot be used underground due to dangerous fumes.

SUBSECTION A – Definitions NIOSH – The National Institute for Occupational Safety and Health PMRD – Pittsburgh Mining Research Division

SECTION 2 – PURPOSE/OBJECTIVE

The division regularly receives requests to visit the underground research mines and lab facilities on campus. To accommodate seamless travel between the underground and surface facilities, PMRD must provide electric based transportation. In the underground environment, it is not acceptable to operate vehicles which produce fumes due to confined space. It does not comply with state and federal regulations unless under specific circumstances that cannot be accommodated at this facility.

The division also requires these vehicles to be all the same operation as drivers entering vehicles with slightly different controls can lead to mistakes that put the operator and passengers at risk, especially in the dark. The vehicles should be designed for semi off-road use. All 4 vehicles should be operable as a fleet thus be maintained with the same tires, batteries and charging systems.

SECTION 3 – SCOPE OF WORK

The vendor must deliver in full four (4) fully electric, slow-speed (approximately 15 mph) vehicle carts with rugged tires, removable windshields, brush guards, headlights, taillights, tow hitch sockets, removable canopies and the minimum specifications below:

An all-electric direct motor shaft connected to a transaxle pinion shaft drive system A manual cargo carrier basket or bed with removable or adjustable sides A load capacity of 1000 pounds or greater, 1200 pounds for a 4-seater (4 passenger) An engine motor type that is shunt wound

A motor engine size that is equivalent to 2.5 horsepower or greater at 48-volts Has a limited slip differential A vehicle sit switch which can detect when a person is in the driver’s seat An automatic parking brake set when vehicle has no driver A vehicle speed capable of 13 miles-per-hour or greater An overall length not to exceed 135 inches (for a 4-seater), 141 inches for a 2-seater with long bed The long bed cart must have approximately 21 square feet of cargo space An overall width of at around 48-1/2 inches An overall height of no more than 72 in. (without removable canopy) A bed height of 11.5 inches (if applicable, tailgate and removable sides are acceptable if not 11.5 inches)

For the vehicles, the division would like to request 4 blue carts. The color must be base cost and not an additional cost. Three of the carts must seat 4 people. Removable canopies are required where the canopy cannot be a fixed part of the vehicle for it to be structurally sound and drivable. For example, any glass or metal enclosed cabs that cannot be removed or even cut because they would prevent the vehicles operation underground. Since the vehicles will travel underground in heights as low as 5 feet, they must be removed to traverse the underground areas. All 4 of the carts must have a bed to carry small items in.

For one of the blue vehicles, it must seat 2 people and have a longer bed while meeting the minimum specifications above. This vehicle will provide transportation workers needing more cargo space. This vehicle must match the color of the other vehicles in the fleet.

SECTION 4 – TASKS TO BE PERFORMED

All 4 vehicles must be delivered in working condition, have a limited warranty to prevent inoperability not related to normal wear conditions. Freight delivery is preferred, and total delivery cost must be included.

SECTION 5 – GOVERNMENT FURNISHED PROPERTY

There is no government furnished property.

SECTION 6 – PLACE OF PERFORMANCE AND CONTRACT SUPPORT HOURS

All work will be completed at the contractor’s facilities.

SECTION 7 – TRAVEL

There is no travel required; the vehicles must be delivered in working condition. No training necessary.

SECTION 8 – DELIVERABLES/REPORTING SCHEDULE

The vehicles must be delivered withing 180 days or provide reasonable accommodation of why more time is necessary to deliver them.
