STATEMENT OF WORK (SOW) dated 8/7/2024

Requirement: Portable Duplex Field Armory Storage Unit at Fort Moore, GA
BACKGROUND:
The Department of Homeland Security (DHS)/Immigration Customs Enforcement (ICE) is the largest federal law enforcement agency whose missions include preventing terrorism and enhancing security, managing our borders, administering immigration and customs laws, and securing cyberspace. As part of the law enforcement mission, the Agency is tasked to provide safe and secure facilities to house explosive materials, law enforcement weapons and ammunition to prevent any life-threatening situations.
REQUIREMENT:
ICE is looking for a single contractor to build, deliver and install a single (1) portable duplex field armory storage unit used to house explosive material, law enforcement weapons and various ammunition to support the ICE Office of Firearms and Tactical Training (OFTP) program office at Moore, GA. This storage unit are built to provide high-impact protection and exceed ballistic impact requirements for use in military and tactical operations. See Attachment 2 for a Rough Order of Magnitude (ROM) drawing created by the onsite Fort Moore, GA OFTP personnel to show draft dimensions and infrastructure for the unit.
SCOPE OF WORK:
The contractor shall furnish all parts, equipment and labor necessary to install a single (1) portable duplex field office storage unit to meet all of the minimum specifications below:
• Storage unit shall be 50' x 102' x 10' 8 in size and meet all Plex Type 2 Class ABC US government specifications for ammunitions/explosive storage units per the ATF
• Unit shall meet or exceed the Government specification as described in Title 27 CFR Section 555.208 for construction of Type 2 Magazines and are manufactured to meet or exceed US Government specification NSWC 3046-93-1 which complies with physical security requirements of DoD Manual 5100.76-M, AR 190-11, AFMAN 91-201 and
OPNAVINST 5530.13D
• Unit shall include an anchor bracket with bolt (Quantity 4 each)
• Unit shall include a high security single exterior steel door with a cam closer to make a set of double doors (MAG) (Quantity 1 each)
• Unit shall include additional high security single exterior steel door with a cam closer to make a set of double doors (MAG) (Quantity 1 each)
• Unit shall include Lightning protection (Quantity 4 each)
• Unit shall include 20-amp 120 volt explosion resistant box receptacle and plug (Quantity
10 each)
• Unit shall include 120/240 VOLT 200 amp, single phase, 3 wire+G, 60Hz (Quantity 1 each)
• Unit shall include 2” Styrofoam R10 insulation priced per square foot (7,652SF)
• Unit shall include explosion resistant light (1-45 watt LED Class I, DIV. 1&2, Groups C, D; Class II, DIV. 1 & 2, Groups E, F, G light and switch (Quantity 1 each)
• Unit shall include additional explosion resistant light (1-45 watt LED Class I, DIV. 1&2, Groups C, D; Class II, DIV. 1 & 2, Groups E, F, G light and switch (Quantity 63 each)
• Unit shall include Explosion resistant heat/AC through the wall mounted w/heavy duty enclosure (Quantity 8 each)
• Unit shall include a detailed plan of implementing an Intrusion Detection and/or Access
Controls System for the portable Unit. Due to the sensitive conventional Arms, Ammunitions and Explosives (AA&E), Army Regulation s190-11 (dated 5 September 2013) and190-13(dated 30 September 1993) are applicable to the storage unit and must be approved by the OFTP POC prior to implementing. In addition, the system shall include the following capabilities: DAQ ACU-07581-002 Interior Remote Area Data Collector (RADC), at least Two (2) DAQ ACB-07637-1 RADC Input/Output Expansion Modules (RIOX), Six (6) Magnasphere HSS-L2D-000 Balanced Magnetic Switches (BMS) Level 2 (Dual Output), minimum of Seven (7) Bosch DS936 Passive Infrared Motion Sensors (PIMS), Omni-Directional 360° (ceiling mounted), and a Ditek surge suppressor for power in the RADC (contractor will install).
• Unit shall include Quad receptacle (Quantity 6 each)
• Unit must meet all required Alcohol Tabacco and Firearms (ATF) and Department of
Defense (DOD) specifications for storage of Class 1 explosive material and other law enforcement sensitive equipment.
• Unit shall include a limited warranty on all parts and structural items for at least 12 months from purchase
INSTALLATION/ASSEMBLY:
Contractor is responsible for all installation, assembly and travel of contractor personnel associated with the tasks for the portable storage unit along with a plan for placement which will be assisted by OFTP onsite personnel. The contractor shall include costs for installation (include both labor and materials), assembly and travel required in their proposal.

Upon completion, the contractor shall deliver the portable storage unit FOB Destination to the following address:

Modifications, Change Orders, Deviations:
The contracting officer (CO) retains sole right to issue modifications and change orders. In no event shall any understanding or agreement, contract modification, change orders, or other matters in deviation from the terms of this contract between the contractor and a person other than the contracting officer be effective or binding upon the government. All such actions must be formalized by a proper contractual document executed by the contracting officer.
