The evaluation will focus on technical acceptability, interoperability with the existing COTHEN HF Cellular Network, compliance with stated salient characteristics, deliverability, supportability, and the adequacy of supporting documentation. The Government may determine a proposal technically unacceptable if the offeror fails to provide sufficient information to demonstrate that the proposed product meets or exceeds the requirements of the SOW.
EVALUATION FACTORS
• Factor 1 Technical Evaluation
• Factor 2 Price Evaluation
FACTOR 1 TECHNICAL EVALUATION
1. Technical Compliance with Salient Characteristics
The proposed radio system shall be evaluated for compliance with the minimum salient physical, functional, and performance characteristics identified in the SOW.

3. Operating Modes
• Support for SSB, ISB, CW, AM, AME Tx, and WBHF modes.
• Support for simplex and half-duplex operation.
4. Wideband HF Capability
• Waveforms supporting data rates from 75 bps up to 240 kbps.
• Support for up to 16 x 3 kHz channels.
• Maximum bandwidth capability of 48 kHz.
5. Automatic Link Establishment
• Built-in 4G ALE capability.
• Compliance with applicable MIL-STD-188-141D requirements.
6. Standards Compliance
• Compliance with MIL-STD-188-110D.
• Compliance with MIL-STD-188-141D.
• Compliance with applicable emissions requirements listed in the SOW.
7. Control and Interfaces
• Remote control via web browser or external remote-control software.
• Ethernet interface for remote HTML or software-based control.
• RS-232 and RS-422 serial control capability.
• Data interfaces including Ethernet, RS-232, and EIA-530.
• USB front-panel or Ethernet-based software update and datafill capability.
8. Antenna and RF Interfaces
• N-type female antenna connector.
• Antenna interlock capability to prevent PA keying when the antenna is not connected.
• Electronically tuned RF bandpass filter suitable for cosite applications.
9. Input Power
• 110 to 264 VAC, single phase, 47 to 63 Hz.
10. Environmental Requirements
• Operating temperature range of -4 degrees F to 122 degrees F, or -20 degrees C to 50 degrees C.
• Storage temperature range of -40 degrees F to 158 degrees F, or -40 degrees C to 70 degrees C.
• Humidity tolerance of 95 percent non-condensing.
Evaluation Standard:
The Government will assess whether the proposal clearly demonstrates compliance with each required characteristic. Offerors proposing an “equal” product must provide sufficient manufacturer specifications, technical data sheets, test results, or other documentation to establish equivalence.
INTEROPERABILITY WITH EXISTING COTHEN HF CELLULAR NETWORK
Interoperability with the existing COTHEN HF Cellular Network is a critical requirement.
Evaluation Criteria The offeror shall demonstrate that the proposed radio system is fully interoperable with the current COTHEN HF Cellular Network, including:
1. Compatibility with existing Collins Aerospace software and protocols currently in use.
2. Ability to operate within the current COTHEN network architecture.
3. Support for current HF cellular networking functions.
4. Support for existing operational modes and waveforms required by the COTHEN network.
5. Ability to integrate without requiring major changes to existing COTHEN infrastructure, software, or operational procedures.
6. Compatibility with current remote-control methods used by the Government.
7. Support for existing voice, chat, file transfer, and data communications requirements.
Evaluation Standard The Government will evaluate the degree to which the offeror substantiates interoperability. Acceptable evidence may include prior integration history, certification documentation, compatibility matrices, interface control documentation, manufacturer statements, test reports, or a detailed technical narrative explaining how interoperability is achieved. A proposal may be rated technically unacceptable if it does not clearly demonstrate interoperability with the existing COTHEN network.
Brand Name or Equal Documentation For any product other than the specified Rockwell Collins RT-2200A Wide Band High Frequency Receiver-Transmitter Radio System, the offeror shall provide complete documentation demonstrating that the proposed product is equal to or better than the specified brand-name product.
Evaluation Criteria The offeror’s submission shall include:
1. Manufacturer name.
2. Model number.
3. Product description.
4. Technical specifications.
5. Comparison against each SOW salient characteristic.
6. Identification of any deviations, limitations, assumptions, or exceptions.
7. Documentation showing compatibility with Collins Aerospace software and COTHEN network protocols.
8. Warranty and support information.
9. Software licensing information, if applicable.
10. Identification of included cables, connectors, mounting hardware, proprietary software, and other required components.
Evaluation Standard The Government will evaluate whether the offeror provided enough information to determine that the proposed product is equal to or better than the brand-name item. Failure to provide sufficient supporting documentation may result in the proposed product being determined technically unacceptable.
System Functionality and Performance The proposed radio system shall be evaluated for its ability to perform the operational functions described in the SOW.
Evaluation Criteria The system shall support:
1. Analog voice communications.
2. HF chat functionality for sending and receiving text messages.
3. HF file transfer capability.
4. Data rates significantly faster than legacy HF, including up to 240 kbps where supported.
5. Flexible architecture suitable for commercial and military installations.
6. Narrowband and wideband HF operations.
7. Software updates and configuration/data fill through front-panel USB or remote Ethernet connection.
8. Remote operation and administration.
Evaluation Standard
The Government will assess whether the offeror demonstrates that the proposed system provides the required operational capabilities and whether the system is suitable for the COTHEN operational environment.
FACTOR 2 PRICE EVALUATION
A price evaluation will be conducted to determine if proposed prices are fair and reasonable.
Comparison of previously proposed prices and previous Government and commercial contract prices with current proposed prices for the same or similar items, if both the validity of the comparison and the reasonableness of the previous price(s) can be established.
• Comparison with competitive published price lists, published market prices of commodities, similar indexes, and discount or rebate arrangements.
• Comparison of proposed prices with independent Government cost estimates.
• Comparison of proposed prices with prices obtained through market research for the same or similar items.
