About this file

This is a Request for Qualifications (RFQ) issued by the Trustees of The California State University for design-build services related to the ARC Expansion II project at San Diego State University. The project involves the design and construction of approximately 16,000 gross square feet of expansion to the Aztec Recreation Center in Parking Lot 8, along with the construction of a replacement parking lot containing 22 ADA-compliant spaces and 6 standard stalls across the street from the main campus facility. The expansion aims to address overcrowding at the current 134,000-square-foot facility serving approximately 38,500 students. The RFQ was advertised on October 1, 2025, with a non-mandatory bidders' conference scheduled for October 16, 2025, and a non-mandatory site walk on October 17, 2025, both at SDSU's campus. Statements of Qualifications are due by November 3, 2025, at 2:00 p.m., with the proposer shortlist published on November 21, 2025. The Request for Proposals will be distributed to shortlisted firms in November 2025, with proposals due in January 2026. A successful proposer is expected to be announced in February 2026, with the design-build agreement executed that same month and a notice of completion targeted for July 31, 2028, representing a contract duration of approximately 912 calendar days.

The estimated project design-build cost is $23,000,000, with liquidated damages to be determined and specified in the RFP stage. The design-builder must be licensed in California with a "B" license, registered to bid public works with the California Department of Industrial Relations, and prequalified by the CSU Prequalification Program with a prequalification rating greater than the estimated project cost. The architect must be licensed in California and prequalified by the Trustees. The project is subject to prevailing wage rate laws and will be enrolled in the CSU Builders Risk Insurance Program (BRIP) and potentially the CSU Owner-Controlled Insurance Program (OCIP). Evaluation criteria for the Statement of Qualifications include general design-build experience (80 points), relevant recreation center experience (70 points), experience utilizing DVBE subcontractors (30 points), composite weighted safety score (50 points), unique qualifications (40 points), local experience within 100 miles (10 points), and prevailing wage compliance history (40 points), for a total of 320 maximum points. All respondents must be prequalified one day prior to the SOQ due date, and joint venture respondents must file an affidavit of joint venture at least five days prior to SOQ submission.

NOTICE TO CONTRACTORS — REQUEST FOR QUALIFICATIONS

FOR DESIGN-BUILD PROJECT

Bid Solicitation No. 7066 ARC Expansion II

San Diego State University 5500 Campanile Dr, San Diego, CA 92182

1 – INTRODUCTION

The Trustees of The California State University are requesting Statements of Qualifications (SOQ) from interested and qualified design-builders (Respondents) to design and build the above-named Project. The Trustees will select a design-build team consisting of a general contractor and architect (Design-Builder) using a two-step process: (1) this Request for Qualifications (RFQ) from which Respondents may submit SOQ to the Trustees, and (2) the Request for Proposals (RFP) which the Trustees will issue to the shortlisted firms.

A technical review committee shall review the respondents’ SOQ and, based on the criteria identified in the RFQ, the committee shall select the finalists to receive the Request for Proposals. Selection of the winning Proposer will be based on qualifications and proposed development cost. The Trustees will issue a design-build agreement for this project.

2 - PROJECT DESCRIPTION

In general, the scope of work consists of the design and construction, under a procedure more commonly referred to as “turnkey construction”, of a Fixed Price Design-Build Project, for the ARC Expansion II Project. The Project includes:

We are seeking a Design-Build team to expand the Aztec Recreation Center (ARC) by approximately 16,000 GSF into the adjacent P8 parking lot. This project aims to meet the growing recreation, fitness, and wellness needs of SDSU students, particularly as the University's enrollment—and specifically its on-campus residential population—continues to rise. The current 134,000-square-foot ARC serves a student body of roughly 38,500 and is increasingly challenged by overcrowding and long wait times for equipment and group fitness classes. The expansion will allow for new and enhanced programming, benefiting both SDSU students and the broader campus community. Beyond meeting physical wellness needs, the enhanced facility will support student engagement, retention, and success; contribute to the overall residential experience; and align with the University’s mission and values. To accommodate the loss of parking, a new lot with 22 ADA-compliant spaces and 6 standard stalls will be constructed across the street on 55th located outside the University Police Department. The cost of this new parking lot will need to be incorporated into the overall project budget.

Project Location: The project will be situated on the SDSU main campus at the intersection of 55th Street and Remington, directly west of the existing ARC facility in Parking Lot 8. This lot is currently designated for accessible and staff parking. To accommodate the project, a new parking area is proposed across the street from the ARC, in the lawn area adjacent to the University Police Department. The site map below highlights both locations that will be utilized.
