About this file
This is a Request for Quote (RFQ) issued by the Michigan Department of Natural Resources (DNR) for the procurement of native grass and wildflower seeds to be planted in openings on state forest lands. The solicitation, identified as Commodity Requisition Number 180000000760, seeks bids for 23 different native plant species in specified quantities ranging from 1 to 75 pounds of Pure Live Seed (PLS). Bidders may propose any available seed stock that meets the species requirements, and multiple awards may be made to fulfill the desired quantities within the budgeted amount. The bid due date is Friday, August 3, 2018, at 3:00 p.m., with delivery required by August 17, 2018, to the Crane Point State Game Area in Jones, Michigan. Bidders must notify the DNR three business days prior to delivery. The sole point of contact is Solicitation Manager Lisa Crozier-Green at CrozierGreenL@michigan.gov, and contact with any other state personnel may result in disqualification.
All seed must be Pure Live Seed, free of noxious or invasive weed seeds, and sourced exclusively from the following states: Michigan, Illinois, Indiana, Iowa, Minnesota, Missouri, Nebraska, New York, North Dakota, South Dakota, Ohio, Pennsylvania, or Wisconsin. Each species must be packaged separately with clear labeling indicating the seed species, package weight, and state of origin. Bidders must provide pricing on both the completed RFQ form and in the SIGMA VSS system, with all prices quoted on an F.O.B. Destination basis to Crane Pond State Game Office. Bidders may offer quick payment discounts, and the standard payment terms are net 45 days following DNR acceptance. Seed may be packaged in any size, though the RFQ requests confirmation of whether all seed will be supplied in 50-pound bags and whether product will be delivered on 4-way ship pallets. Bidders must also guarantee an 85% purity rate on all seed and attach the completed RFQ form to their proposal to verify state of origin and available quantities.
