STATEMENT OF WORK

1.0 Background

The Federal Highway Administration (FHWA) is an agency of nearly 3,000 federal employees within the U.S. Department of Transportation (DOT.) FHWA has a very robust learning and development program that strives to ensure every employee has the necessary corporate, technical, and leadership skills to carry out FHWA’s mission.

The Talent Development Division (TDD) provides support to over 30 classes, including formal classroom trainings, webinars, hybrid, and virtual series. In addition, TDD provides program management for agency developed courses. These courses were created to train and prepare agency staff for future leadership opportunities. All federal statutory regulations and rules, such as 508 compliance, also apply to FHWA’s learning and development programs.

FHWA is seeking an instructor for an agency developed course, Innovative & Exceptional Partnerships (IEP). The Partnerships course is typically held in person bi-annually but was postponed in 2020 due to travel restrictions. FHWA is now planning to offer this course virtually. The purpose of this course is to provide an opportunity for current Division Administrators and aspiring Division Administrators to dialogue, receive feedback, ask questions and sharpen tools related to building effective partnerships with their State CEOs.

This course is different from any other FHWA courses in that the course is co-facilitated by a past State CEO. We also invite both the Executive Director and a current Industry Executive to serve as guest speakers. The agenda for this course will be held over 5 days in 2-4 hour blocks.

The shorter days are planned for Monday and Friday with the bulk of information being facilitated during (Tues-Thursday).

The course will include a panel of State CEOs and Division Administrators who share current best practices of partnership between FHWA and State DOTs, a review of case studies of past/existing challenges between partners and a self-assessment. The self-assessment portion of the course will be managed internally by FHWA staff.

2.0 Scope

The purpose of this contract is instruction for the Innovative and Exceptional Partnerships course.

The deliverables of this procurement include:

1. The contractor shall coordinate with the Talent Development Division on the selection of

1) former State DOT CEO to instruct and facilitate the 5 day IEP Program. FHWA will have final approval on the selection of the former State DOT CEO instructor.

2. The 5-day session is for up to 16 participants and will take place in FY21 virtually.

Participants are aspiring GS- 14’s/15’s or already a part of field leadership.

3.0 Objective

The objective of this project is to ensure the continued success and positive impact of FHWA’s learning and development programs.

The instructional and content development services for the IEP courses will be used to offer a single course offering in FY21. At FHWA, the philosophy is “leadership is everyone’s business,” making the IEP course vital to employees’ success with their state partners. FHWA values relationships where leaders, individuals, and agencies work closely together to efficiently achieve goals that are mutually beneficial and cannot be achieved alone. FHWA believes that partnerships produce better results, increasing accountability to the public for outcomes, reduce red tape, and allow for greater flexibility as to how services are designed and delivered.

Participants are GS-14’s/15’s aspiring or already a part of field leadership. Course content will be updated in collaboration with the State DOT CEO SME and FHWA Talent Development Division. Administrators can easily and effectively use to establish, maintain, and restore exceptional partnerships between FHWA Division Administrators and State DOT CEOs.

The delivery will also include 1) an analysis of participant self-assessments, 2) facilitated class discussion on assessment results, and 3) development of FHWA participant action plans. The self-assessment facilitated class discussion and development of an action plan will be facilitated by FHWA staff and should not be factored into the cost of the procurement. The instructor for this course will work with TDD staff to ensure the facilitation of the self-assessment is included into the agenda of the 5-day course offering.
