About this file
This is a Request for Quote (RFQ) administrative document issued by the Idaho Department of Commerce through the Idaho Division of Purchasing for News Release and Media Monitoring Services. The Department of Commerce, Idaho's lead economic development agency, seeks a full-service solution to distribute press releases to media contacts throughout Idaho, post releases to national news wires, and monitor news coverage related to the agency's economic development mission. The requested services include a web-based database system for managing media contacts, distributing press releases, monitoring news clips from multiple sources, and tracking media performance metrics. The RFQ requires submission of quotes via IPRO by the deadline established in the system, with the contract term set for one year with four optional one-year renewals upon mutual agreement, with no guarantee that renewal terms will be exercised. Two renewal periods may be shorter than one year with prorated annual costs. The RFQ contact is Mack DeYoung, Buyer, at the Idaho Division of Purchasing.
Pricing must remain firm and fixed for the initial one-year contract term, with price adjustments not to exceed three percent annually after the initial term, subject to mutual agreement and approval by the Division of Purchasing. The contractor must invoice semi-annually beginning at contract start, with invoices due by the fifteenth of the month and submitted electronically to grants@commerce.idaho.gov. The system must provide access for a minimum of three users with the option for two additional users at no additional cost. Performance metrics require 100 percent compliance with all scope requirements, technical support resolution within twenty-four hours during business hours Monday through Friday, training on system updates within one week, and database availability no less than ninety-six percent during business hours (not to exceed four hours downtime monthly between 7:00 a.m. and 5:00 p.m. Mountain Standard Time). Award will be made to the responsive, responsible vendor with the lowest total cost. No specific set-asides, incumbents, or budget information is identified in the document.

News Release & Media Monitoring Services

Commerce is the lead economic development agency for the state of Idaho. The mission of Commerce is to create jobs, strengthen communities and market the state of Idaho through business attraction and expansion, tourism and recreation and creating partnerships between the private sector and universities through innovation programs.
Commerce requires a robust press release distribution system to send out important, time-sensitive information to media contacts throughout the state of Idaho. Additionally, Commerce requires a news wire system that will post releases to the national news wire and will create national coverage of the state of Idaho. Commerce uses media monitoring to keep abreast of news coverage relating directly or indirectly to Commerce’s mission. To meet this need Commerce is seeking to establish a Contract for the provision of full-service daily news summaries and media monitoring support. The media monitoring tools will be used to manage news clippings, search and analyze news about Idaho and to distribute press releases.
