Newport 60+ Center Roofing - Request for Competitive Quote
This document is a Request for Competitive Quote issued by the City of Newport Public Works Department for roofing services at the Newport 60+ Center in Newport, Oregon. The project encompasses three main components: removal and replacement of upper flat roofs with a 60 mil 20-year PVC roof system including vapor barrier, polyiso insulation, and cover board; tear-off and replacement of upper pitched roofing with composition shingles and metal roofing materials; and inspection of lower roofs for condensation or leaks. Quotes were required to be submitted by 2:00 PM on Friday, October 15, 2021, to Clare Paul, Assistant City Engineer, at the City of Newport Public Works office. The selected contractor was expected to execute the project agreement within seven days of receiving the Notice of Award, with all work to be completed within 90 days of contract execution. A bidders' conference was not explicitly mentioned in the solicitation.
The quotation requires contractors to provide lump sum pricing for upper flat roof work and upper pitched roof work, with separate pricing for mobilization, bonds, and insurance, plus unit pricing for additional labor costs on a cost-plus basis for unforeseen work such as dry rot repair, trim paint touch-up, satellite dish alignment, or new skylights. The City reserved the right to reject any or all quotes and would award to the lowest responsible and responsive bidder. A performance bond equal to 100% of the contract total was required, while a bid bond was not. Contractors must be registered with the Oregon Construction Contractors Board and obtain a City of Newport Business License prior to work commencement. Insurance requirements included Comprehensive General Liability with combined single limits of $1,300,000 per occurrence, Commercial Automobile Liability of $1,300,000 per occurrence, and Workers' Compensation coverage compliant with Oregon law. The project was subject to Oregon Bureau of Labor and Industries prevailing wage standards. A 5-year workmanship warranty was required for both the upper flat and pitched roof installations.
