About this file

This is Addendum No. 1 to RFQ 484-020623, issued by the Georgia Department of Transportation (GDOT) Office of Procurement on January 26, 2023, for the Passenger Rail Service Development Plan spanning Atlanta to Savannah. The addendum provides clarifications and answers to written questions submitted during the RFQ Phase, addressing key team leader qualifications, contract terms, and submittal requirements. The addendum clarifies that the passenger rail modeling software requirement refers specifically to rail traffic simulation software packages rather than macro-level travel demand forecasting tools, though the latter may be used as supporting data. Additionally, the addendum confirms that the Key Team Lead position for passenger and freight rail finance specialist (Position E) requires freight rail finance experience despite the role description emphasizing passenger rail. The document permits proposers to use additional pages for the Area Class Summary Form if needed due to large team sizes and clarifies that Exhibit 1 should reference all counties encompassed by the project area map included in the RFQ, marked as N/A if no specific counties are listed separately.

The addendum confirms that a proposed Project Manager's Georgia PE license renewal pending completion before February 6th will not negatively impact SOQ evaluation. Respondents will have the opportunity to submit questions regarding the required Technical Approach during Phase II of the procurement process. The addendum notes that certain questions regarding contract payment types and compliance with audit and accounting system requirements are not applicable to the evaluation phase. A signed acknowledgment of the addendum must be attached to Phase I submittals. The document emphasizes that all answers provided shall become part of the original RFQ package and must be considered when preparing proposals, with the addendum controlling in any conflicts with previously released information.

This Addendum, including all questions and answers, shall become and form a part of the original RFQ package and shall be taken into account when preparing your proposal.

The purpose of this addendum is to provide the answers to the written questions received during the question and answer period of the RFQ Phase as follows:

I. Written Questions and Answers:

Questions Answers

1.

For Key Team Leader B -Traffic Modeling Specialist – has expertise in passenger rail modeling software, Can you let me know if the passenger rail modeling software refers to rail traffic simulation software packages such as RTC, or a macro level travel demand forecasting software such as Cube, TransCAD, etc.?

The passenger rail modeling software refers to rail traffic simulation software packages. Other travel demand forecasting software may be used to support the data but is not required.

2. With respect to the Key Team Leaders, the roles for C (travel demand forecaster) and E (passenger and freight rail finance specialist) seem to be one in the same and/or have a significant amount of overlap. Is GDOT Intermodal willing to add clarity on these two roles, with respect to the descriptions? Need clarification on item/ key team leader E (passenger/freight rail specialist). In the name of the role, it mentions freight, yet the role’s description only calls out ‘passenger rail’

The passenger/freight rail specialist Key Team lead (E) requires freight rail finance experience.

3. Proposed PM’s GA PE license renewal is being processed and may not be completed before February 6th . Will this have any impact on the SOQ evaluation?

No

4. Referencing Section A (Statement of Agreement) of GDOT’s Terms and Conditions, will GDOT provide additional Terms and Conditions during Phase 2 of procurement. If yes, can you please confirm respondents will be permitted to submit questions and exceptions at that point.

Respondents will have the opportunity to submit questions during the Phase II submittal phase concerning the required Technical Approach.

5. Will GDOT consider contract payment types that exclude Cost Plus Fixed Fee pricing for specific services from subconsultants? If yes, please confirm the subconsultant will not be expected to comply with Section D (Audit and Accounting System Requirements) of GDOT’s Terms and Conditions.

This question is not applicable to the evaluation phase.

6. For Section B.4., due to the potential for large teams, would GDOT allow proposers to use an additional page if needed for the Area Class Summary Form?

Yes

7. For Exhibit 1: No counties are listed and there is not a N/A. For the cover requirements listed on page 5, should we leave it blank or list as N/A?

Exhibit 1 should say N/A, however, for clarity, the counties are all of the counties encompassed by the project area map included in the RFQ.
