SECTION III Statement of Work (SOW)

Implementation of the Design Guideline for Promoting Circadian Entrainment with Light for Day- Active People [UL 24480] Pilot

3.1 BACKGROUND AND SCOPE OF WORK

This Scope of Work (SOW) covers tasks to plan, design, and conduct a pilot project to implement the Design Guideline for Promoting Circadian Entrainment with Light for Day-Active People [UL 24480]. As part of this SOW, the contractor will partner with an existing GSA new construction, major renovation, or other project team [referred to as Project Team], as determined by GSA, to advise the project team on their implementation of UL 24480 while also measuring circadian-effective lighting impacts on building occupant health as well as energy consumption levels from the lighting systems in the building.

Additionally, this SOW covers a task to develop training for implementing UL 24480. These tasks build on the findings from previous GSA circadian-effective lighting studies and will help GSA evaluate its use of UL 24480 as well as provide empirical evidence of energy consumption differences between circadian-effective lighting and regular office lighting scenarios.

The Energy Independence and Security Act of 2007 (EISA), which created GSA’s Office of Federal High- Performance Green Buildings (the Office) calls for the Office to conduct a demonstration project on a federal building every year (42 U.S.C. 17121). The demonstration project examines how well specific high-performance building features, technologies and approaches are working in practice. The Office has sponsored multiple demonstration projects and has most recently focused its efforts to examine how indoor lighting strategies (including daylight and electric light) influence occupant health and well-being.

GSA has studied the connections of lighting and health in several GSA buildings as well as other federal buildings managed by the Federal Highway Administration, U.S. Department of Veterans Affairs, and the U.S. Department of State. The results from those studies elucidated the need for a circadian-effective lighting design guide for lighting designers and project teams and formed the foundation for UL 24480.

3.2. OVERALL APPROACH

The pilot project will be conducted in multiple phases. Phase I (included in this SOW) includes several components:

● Circadian-effective lighting training seminar(s) for both the GSA project team and their contracted architect and design team

● Similar training recordings and materials for GSA design and construction personnel

● Design consultation service to the project team to answer questions about UL 24480 and assist with the lighting design.

Phase II of the project will be covered in a separate Statement of Work.

3.2.1 Overall Project Goal

The overarching goal of this phase of the pilot project is to provide the necessary education and support to the GSA project team [and GSA at-large] in order to successfully implement UL 24480 and meet the circadian-effective lighting level recommendations contained in the design guideline. This phase of the project will set up the next phase for developing a case study showcasing how the design guideline was implemented and collecting empirical data to support the use of the design guideline. Another goal of this study (beginning in phase 1 and continuing in phase II) is to gather energy consumption data from the lighting systems and conduct an energy analysis looking at the energy levels from the lighting system before and after implementing UL 24480. The data from this study will help to resolve the question of whether circadian-effective lighting consumes more energy than regular lighting.

3.4. TASKS

3.4.1 Task 4.1 - Develop pilot project schedule

This task requires the contractor to develop a proposed project schedule for the pilot project to include developing educational materials for the GSA Project Team and GSA-at large as well as design consultation services for the GSA Project Team. Consideration of the GSA Project Team’s design and construction schedule must be taken into consideration when developing the pilot project schedule.

Deliverable 1: Develop pilot project schedule

Timeline: 2 weeks after kick-off meeting

3.4.2 Task 4.2 - Develop educational materials for GSA-wide design and construction project teams

This task requires the contractor to develop education materials on the basics and the proof of success in real-life applications, including offices, for meeting UL 24480. The format of the materials may be virtual recorded seminars, lunch and learns, or any other method that would allow the session(s) to be recorded and used for future continuous learning programs on the benefits of circadian-effective lighting and its application in office buildings. All materials must be compliant with section 508 of the American with Disabilities Act.

Deliverable 2: Education materials for GSA-wide design and construction project teams

Timeline: Based on proposed and approved project schedule.

3.4.3 Task 4.3 - Develop educational materials for GSA Project Team specifically for UL24480 pilot-project

This task requires the contractor to provide education and training for all stakeholders on the GSA project team, to include the A/E firms and/or lighting designers, on common mistakes made during design and construction to avoid in a typical project for meeting UL 24480. The format of the materials may be virtual recorded seminars, lunch and learns, project meetings, or any other method that would allow the session(s) to be recorded and used for future continuous learning programs on the benefits of circadian-effective lighting and its application in office buildings. All materials must be compliant with section 508 of the American with Disabilities Act.

Deliverable 3: Develop educational materials for stakeholders on GSA project team.

3.4.4 Task 4.4 - Consultation services

This task will require the contractor to provide consultation to the GSA Project Team’s lighting designer, or equivalent, to help them develop a photometrically-realistic lighting design that would meet UL 24480, including the establishment of measurement points for validating whether the design meets UL 24480.

This task may be ongoing as the project progresses and can be in the form of questions and answers, short meetings, or individual interface with members of the lighting design team.

Deliverable 4: Provide consultation to GSA Project Team’s lighting designer

3.4.5 Task 4.5 - Gather baseline energy consumption data from lighting system (Optional)

This task requires the contractor to collect baseline energy consumption data from the lighting system in either a space within the current building or in a similar building with a similar lighting system. If this is not possible, use energy modeling as a method for collecting baseline energy consumption from the proposed lighting system to be installed in the building. This task is optional in case it is not possible to gather energy consumption data from the lighting systems or to separate the energy load from the lighting from the rest of the building load.

Deliverable 5: Gather baseline energy consumption data from lighting system

Timeline: Based on proposed and approved project schedule

3.5. DELIVERABLES

All deliverables shall be submitted electronic format, unless otherwise instructed by the Contracting Officer Representative (COR). Electronic copies shall be compatible with a PC operating in a Windows environment using Microsoft Office (Word, PowerPoint, Excel, Access), or Adobe formats and must meet Section 508 compliance with the Rehabilitation Act of 1973, as amended in 1998 (29 U.S.C. §794(d)).

The following deliverables shall be provided:
