II. Pricing: Contractor shall submit pricing, which incorporates all the requirements within the Price Schedule and Statement of Work.
III. Period for acceptance of offers: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers.
Failure to submit a complete offer may result in an unacceptable determination.
IV. Basis of Award
The Government intends to award a purchase order resulting from this solicitation to the vendor, who can provide the services to meet this requirement. This is a competitive comparative analysis selection in which competing offeror’s past performance, technical and price will be evaluated to determine who represents the greatest benefit to the Government at a price that can be determined fair and reasonable.
By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement or inability to perform or provide all goods and services requested shall result in an offer being determined technically incapable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:
A. Following receipt of quotes, the Government will perform a comparative analysis of the goods and services quoted. The Government will compare quotes to one another to select the vendor that best benefits the Government in fulfilling the requirement. The evaluation of Government requirements outlined in the Request for Quote will determine suitability.
B. The Government will evaluate quotes for award purposes using the following factors:
1) Past Performance
2) Technical Capabilities
3) Quality of Service
4) Price mailto:susan.flores2@va.gov
Factor 1: Past Performance – The contractor shall provide the following documentation with their offer:
1) Two references from comparable Veterans’ Affairs service contracts performed within the past five years.
2) Proof of ability to obtain OEM approved new parts.
Factor 2: Technical Capability – The Contractor shall provide the following documentation with their
1) Experience working with ophthalmology equipment which must include original equipment manufacturers (OEM) training certificates for all field service engineers sent to Central Texas Veterans’ Health Care System (CTVHCS).
2) Experience working with Steris washer/disinfector equipment which must include OEM training certificates for all field service engineers sent to CTVHCS.
3) Must have direct access to OEM approved new parts for all equipment listed on this contract.
Factor 3: Quality of Service – The Contractor shall provide the following documentation with their
1) Proof and description of how field service reports can be obtained online.
2) Vendors describe how they will respond to repair request. EXAMPLE: customer will call company call center / service scheduling clerk; ticket will be entered into system; technician assigned and notified (how notified: Call? Email?); vendor will contact the customer within 2 hours with an ETA of technician on site.
Factor 4: Price – The Contractor shall provide the following documentation with their offer:
1) Pricing: Contractor shall submit unit prices rounded to the nearest hundredth. Prices should be documented on the Price/Cost Schedule. Please ensure unit price and total amounts are correct.
2) Period for acceptance of offers: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers.
Prices will be evaluated for completeness and reasonableness. Unrealistically high or low proposed costs or prices, initially or subsequently, may be grounds for eliminating an offeror from competition either on the basis that the offeror does not understand the requirement or has submitted an unrealistic offer. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be reason to reject an offer. The burden of proof for credibility of proposed costs/prices rests with the offeror. The Government reserves the right to amend the solicitation and remove any set-aside should pricing of all quotes be found unreasonable.
Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
