About this file

This file is an ordinance amendment approved by the City of Cheyenne, Wyoming, establishing regulatory guidelines for electric fencing within city limits. Ordinance No. 4433, which amended Section 9.12.080 of the City of Cheyenne Code, generally prohibits the placement of fences containing uninsulated electric conductors that may be exposed to human contact anywhere within the city. However, the ordinance provides a specific exception for low voltage electric fencing (12 Volts) that may be utilized for goat control and vegetation management in project-specific locations identified and approved by the City of Cheyenne. The ordinance received its first reading on April 11, 2022, second reading on April 25, 2022, and third reading on May 9, 2022, with final publication in the Wyoming Tribune Eagle on May 15, 2022.

This ordinance directly supports the City of Cheyenne's 2026 Vegetation Management (Goat Grazing) project, which aims to remove vegetation along Crow Creek using goats. The regulatory framework permits the use of low voltage electric fencing for safety purposes during vegetation management operations. Additionally, the ordinance mandates that any electric fencing adjacent to pedestrian areas, such as defined pedestrian paths or trails, shall only be electrified during nighttime hours and must be deenergized during all daylight hours to protect public safety.
