About this file

This Request for Quotes (RFQ) is issued by the Massachusetts Department of Public Health, Bureau of Climate and Environmental Health (BCEH), seeking a single contractor to provide environmental health assessment support services for the APPLETREE program, a cooperative agreement with the U.S. Agency for Toxic Substances and Disease Registry (ATSDR). The primary deliverable is technical support to draft a scoping document for a health consultation at a Superfund Site in Massachusetts, which will outline the approach for evaluating exposure to site-related contaminants in environmental media and communicate health risks to nearby residents. Secondary responsibilities include conducting screening analyses, identifying exposure pathways for soil, sediment, and surface water contaminants, and preparing presentation slides. Additional support may include data quality control, summarization of data limitations, contaminant evaluation, and preparation of draft letters, reports, memoranda, and public-facing documents. Responses must be submitted electronically through COMMBUYS by 4:00 PM Eastern Time on Tuesday, July 7, 2026, with an anticipated engagement start date of Wednesday, July 15, 2026. The initial contract term is 7 months through March 31, 2027, with one renewal option for one additional year, extending the potential final end date to March 31, 2028.

The estimated total procurement value including all renewals is $351,000, with an annualized amount of $175,500. The initial 7-month engagement period is budgeted at $181,000, and if the renewal option is exercised, the subsequent year is estimated at $170,000. Successful bidders must demonstrate expertise in environmental health, risk assessment, and statistical analysis software such as R or SAS, along with demonstrated familiarity with ATSDR guidance and experience working with state or federal agencies. This is a Massachusetts Small Business Purchasing Program (SBPP) procurement, meaning that SBPP-registered participants meeting the best value criteria will receive priority for award; non-SBPP bidders will be evaluated only if no SBPP participant meets the evaluation criteria. Federal funds will be used to support this engagement, requiring the contractor to register with SAM.gov and comply with federal sub-recipient requirements including audit obligations under OMB Circular A-133. The contractor must obtain CORI background checks on all employees entering Commonwealth facilities, maintain fraud risk management policies, and comply with all applicable ATSDR policies and requirements.

1. Description Or Purpose of Engagement:

BCEH works to reduce exposure to harmful environmental contaminants and related diseases through a cooperative agreement with the U.S. Agency for Toxic Substances and Disease Registry (ATSDR) called APPLETREE (ATSDR’s Partnership to Promote Local Efforts to Reduce Environmental Exposure). APPLETREE’s goals are to identify exposure pathways at waste sites and releases and identify and facilitate public health interventions to reduce exposures.

2. Whether Single Or Multiple Contractors Are Required For Engagement(s)

|X| Single Contractor |_| Multiple Contractors.

3. Indicate Engagement Performance and Business Specifications:

Scope of Service

The awarded vendor for this engagement will support BCEH’s site-specific environmental health assessment activities.

1. Specific technical support is required to draft a scoping document for a health consultation for a Superfund Site in Massachusetts, as well as general technical support on tasks related to evaluating site-related contaminant exposure. The purpose of the scoping document is to outline the approach that will be used for evaluating exposure to site-related contaminants in environmental media for the Superfund Site and to communicate health risks for residents in communities near the Superfund Site.

The responsibilities of the contractor for the draft scoping document will include, but are not limited to, the following:

· Conduct a screening analysis to identify analytes to be evaluated in the health consultation

· Identify relevant exposure pathways that will be evaluated in the health consultation, including contaminants in soil, sediment, and surface water

· Prepare draft scoping document as specified in the attached APPLETREE Information Packet (pgs. 5-6)

· Screening analysis, exposure pathway identification, and scoping document preparation must follow ATSDR guidance, including ATSDR’s Public Health Assessment Guidance Manual (PHAGM) that can be viewed at: https://www.atsdr.cdc.gov/pha-guidance/index.html

· Prepare slides and scope of work to present the approach for evaluating exposure for the Superfund Site to ATSDR;

2. Additional support may include technical assistance with exposure and health assessment tasks at this and other federal or state hazardous waste sites. Support may include, but is not limited to, conducting data quality control, summarizing data limitations, evaluating contaminants measured in specific environmental media, and preparing draft letters, reports, and memoranda.

Additional responsibilities the contractor may be assigned include, but are not limited to, the following site-related tasks:

A. Determine if the data are of sufficient quality and quantity to support the evaluation of exposure pathways in a manner consistent with ATSDR guidance. Specific tasks may include, but are not limited to:

· Check that the sampling and analytical methods are appropriate for the media sampled and contaminants analyzed.

· Determine whether field and laboratory quality control/quality assessment procedures were conducted.

· Assess the extent to which the data is qualified.

· Determine whether laboratory detection limits are in line with method detection limits.

· Determine whether laboratory detection limits are low enough to detect contamination at levels at or less than relevant screening values (e.g., regulatory standards, health-based comparison values).

· Evaluate non-detect data, specifically:

· Determine the range of non-detect data for a select group of analytes.

· Compare non-detect data to approved screening values as specified by ATSDR guidance.

· Summarize limitations of the non-detect data.

· Assess whether adequate samples have been collected to understand:

· The spatial extent of contamination;

· How contaminants are distributed; and

· Temporal changes in contaminant concentration.

· Determine whether adequate samples have been collected to support exposure point concentration estimation.

· Identify critical data gaps and develop recommendations to address gaps.

B. Summarize site contaminant data measured in environmental media, including fish, and assess human health risks (e.g., compare to screening values) in a manner consistent with ATSDR guidance. Specific tasks may include, but are not limited to:

· Determine if there is a completed exposure pathway(s), where exposure may occur, what population(s) are potentially exposed, and define exposure units.

· Summarize contaminants detected, range of concentrations, central tendency value, and locations and dates of maximum concentrations.

· Compare contaminant concentrations to screening values and summarize frequency and locations of samples above screening values.

· Complete a screening analysis to identify contaminants that require further evaluation.

· Calculate exposure point concentrations, exposure doses, hazard quotients, and cancer risk estimates for contaminants needing further evaluation.

· Support in-depth toxicological analyses by summarizing studies used to develop health guidelines, comparing site-specific doses to study effect levels, assess study applicability and uncertainty, and describe potential harmful effects in exposed populations.

C. Prepare draft letters, reports, and memoranda as well as fact sheets or other public-facing documents to summarize potential exposures, possible associated health effects, conclusions, recommendations, public health actions, and limitations regarding site-specific evaluations.

Evaluation Criteria

The successful bidder will demonstrate experience and expertise in environmental health, risk assessment, statistical data analysis software (such as R or SAS), and familiarity with ATSDR federal guidance for evaluating human exposure from contaminated sites. Bid responses will be evaluated and rated based on the following criteria:

1. Educational background in public health or environmental/occupational health;

2. Demonstrated ability to assess the relationship between environmental exposure and disease outcomes;
