Highway 92 Tank – November, 2020 1

HIGHWAY 92

2,000,000 Gallon Ground Storage Tank

Highway 92 Tank – November, 2020 2

I. Introduction On November 17, 2020 the Highway 92 Tank was taken out of service, cleaned, and a complete interior and exterior inspection was performed. Once the inspection was complete, the tank was disinfected in accordance with AWWA recommendations and put back into service. The following is a summary of the inspection. Also included in the inspection report is a list of recommended rehabilitation work, a construction cost estimate, historical maintenance records, and a recommended maintenance ranking compared to other water storage tanks in the Douglasville – Douglas County Water and Sewer Authority (DDCWSA) water system.

II. General B. 2,000,000 gallon ground storage tank

C. Welded steel construction

D. Located near the intersection of Highway 92 and Pope Road

E. Free span cone roof with roof rafters supported by welded steel shell plates bearing on a reinforced concrete ringwall foundation system confining a sand cushion which supports the tank floor plates.

III. Observations

A. Exterior Coating

In the 2016 rehabilitation, the tank exterior coating system consisted of pressure washing and overcoating with the following:

• Spot prime coat: Tnemec Series 135

• Full prime coat: Tnemec Series 135

• Finish coat: Tnemec Series 72

The coating on the exterior shell plates is generally in excellent condition. Inter-coat adhesion and adhesion to the steel substrate appears to be good. The coating system had an average dry film thickness (DFT) of 14.6 mils. Minor mildew was observed in several areas on the bottom shell plates in between the anchor bolts.

The coating on the roof of the tank generally appeared to be in good condition.

Minor alligator cracking was observed around the hatch from excessive coating thickness. In addition, minor corrosion was observed around the magnets of the antenna and on the roof vent. A thin layer of mildew was observed in several areas of the roof. The average coating

Highway 92 Tank – November, 2020 3

DFT was measured to be 16.5 mils. Adhesion between the primer and steel substrate, as well as the inter-coat adhesion was determined to be good.

B. Tank Foundation

The tank is founded on a concrete ringwall. The ringwall ranges from 6-inches to 36-inches above finished grade and has positive drainage away from the foundation. The concrete foundation and grout bed below the tank base plate appear to be in good condition with minor cracking and spalling. During the last rehabilitation project, several small cracks along the top surface of the foundation between anchor bolts were filled with a sealant;

however, the sealant is deteriorating and pealing. These cracks do not appear to be a significant structural issue. Anchor bolts and chair anchors are located around the exterior of the tank at approximately 36-inch spacing.

C. Interior Coating

As part of the 2016 rehabilitation, the interior wet surfaces of the tank were prepared to an SSPC-SP 10 Near White Blast. The coating system installed consisted of the following:

• Prime coat: Tnemec Series 20

• Intermediate coat: Tnemec Series 20

• Finish coat: Tnemec Series 20

The wetted interior coating system is generally in good condition with several locations of barnacle spot corrosion on shell plate weld seams. Minor rust bleed was observed along the top of the shell plates. The interior coating thickness was measured during this inspection and determined to have an average DFT of 18.5 mils on the shell plates and 15.75 mils on the floor plates. There was evidence of old pitting in the shell wall; however, additional corrosion in these areas was abated during last rehabilitation project.

D. Exterior Accessories

The tank is equipped with a shell ladder. The ladder has a ladder shield and cable safety climb system. One (1) antenna cable is mounted adjacent to the ladder on magnetic unistrut supports and one (1) antenna cable is mounted on supports attached to the shell ladder (however, the cable has come free from its supports). The roof hatch is located to the left of the shell ladder within an area enclosed with handrail. The ladder appears to be structurally sound. The roof ladder is anchored to the handrail and appears to be structurally sound.

Highway 92 Tank – November, 2020 4

The roof hatch is a 30”x24” rectangular opening. The hatch is hinged, has a 4-inch curb and is lockable. The tank vent and two (2) antennas are located adjacent to each other in the center of the roof. The vent is 30-inches in diameter and is equipped with insect screening. One (1) additional roof hatch is located on the north side of the roof; however, it is not accessible from the roof ladder.

The tank shell is equipped with two, 24-inch diameter manways. The manways are located approximately 180 degrees apart. Both manways are flanged and have an external rotating arm to facilitate handling. All the manway bolts have corroded and should be replaced during the next inspection or rehabilitation project with stainless steel bolts.

E. Interior accessories

The tank is equipped with a 12-inch diameter inlet/outlet pipe which penetrates the tank through the floor plates. The pipe is equipped with an approximate 24-inch silt stop which is removable. The inlet/outlet pipe is equipped with a flared end fitting. The drain is a

12-inch pipe which penetrates the floor plates. A 12-inch overflow extends along the shell wall and is located adjacent to the inlet/outlet and drain pipes.

The tank is equipped with an interior ladder and float level indicator. The ladder appears to be structurally sound and the indicator is operable.

F. Site

The tank site was clean and well maintained. There is vegetation along the fence and trees inside the fenced area located on the west side of the property. A gravel access road and double leaf fence gate provide access to the site. The site is enclosed by a fence which is topped with three strands of barbed wire for security.

The tank drain and overflow discharge to a drainage ditch inside the fenced area.

The drain/overflow pipeline is equipped with a screen and flap valve; however the screen appears to be broken.

The site has an altitude valve vault, pressure reducing valve vault, and booster pump station. During the isolation and draining of the tank for the most recent inspection (2020), it was determined there are one (1) or more valves leaking which allow water from the distribution system to continue to enter the tank. While it was not possible to quantify the rate at which water was entering the tank, the water level stabilized at approximately two (2) to three (3) inches.

Highway 92 Tank – November, 2020 5

IV. Maintenance Priority

Based on observations described herein, and specifically based on the overall condition of the interior of the tank, the Highway 92 Tank has been assigned a low ranking on the maintenance priority list.

V. Recommendations

Rehabilitation recommendations include:

A. Exterior Surfaces

• None

B. Interior Surfaces

• Within the next five years, minor spot repairs to corrosion on interior weld seams when a contractor is mobilized on another tank rehabilitation project

C. Accessories/Site

• Remove vegetation along fence and repair damaged areas.

• Replace manway bolts with stainless steel bolts.

• Replace sealant in cracks on tank foundation

• Evaluate site piping and valves to determine a plan for replacement of broken appurtenances and simplification of operation
