About this file
This is a Combined Synopsis/Solicitation (RFQ) issued by the Indian Health Service (IHS), Phoenix Area for mobile MRI services at Whiteriver PHS Indian Hospital in Whiteriver, Arizona. The procurement is restricted to verified Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act and conducted using FAR Part 13 simplified acquisition procedures. The contract type is firm-fixed-price with an all-inclusive monthly rate covering a 12-month base year plus four optional 12-month extension years, with an anticipated start date of September 1, 2026. The requirement uses NAICS code 621512 (Diagnostic Imaging Centers) and PSC code Q522 (Radiological Services).
The requirement is for a complete, turn-key mobile MRI service capability—not staffing alone—requiring the contractor to furnish a fully operational mobile 1.5 Tesla MRI unit and qualified registered MRI technologists (ARRT or ARMRIT certified with current Basic Life Support certification) to operate the equipment during normal business hours (0800-1700, Monday-Friday, excluding Federal holidays). The contractor must provide all supervision, labor, equipment maintenance, transportation, and services necessary to meet Performance Work Statement requirements. The Government will furnish utilities, network connectivity, the MRI pad, parking, and direct patient care medical supplies including contrast materials. Performance standards include minimum 95 percent equipment and staffing uptime and completion of more than 98 percent of scheduled scans. Quotations must not exceed 20 pages, organized into four volumes covering technical capability (10 pages maximum), past performance (5 pages maximum, requiring minimum two qualifying references from Government facilities within the last five years), completed pricing schedule, and representations including ISBEE verification. Quoters must identify and substantiate all proposed MRI technologists as Key Personnel with resumes, current certifications, proof of BLS certification, and contingency staffing plans. Award will be made to the responsible ISBEE quoter offering the best value based on technical capability (comparative evaluation), past performance (acceptable/unacceptable basis), and price reasonableness, with technical and past performance combined being significantly more important than price. Quotations are due per date and time stated on SAM.gov and must be submitted via email to Dekovan Cook at dekovan.cook@ihs.gov. A signed Business Associate Agreement (BAA) under HIPAA is required at time of award as a condition of eligibility.
