Request for Quotation #25IR041 Summary
This Request for Quotation (RFQ) is issued by the California Department of State Hospitals (DSH) Atascadero facility for the procurement of bulk juices. The solicitation seeks quotes for three primary juice products: 300 cases of Cranberry Juice Cocktail, 200 cases of Pineapple Juice, and 200 cases of Vegetable/Tomato Juice. All juices must be 100% fruit juice without added sugar or sweeteners (except Cranberry Juice Cocktail, which requires at least 10% fruit juice content), packaged in 12-count containers of 46 ounces each in non-plastic, non-metal shelf-stable packaging with a minimum six-month post-delivery shelf life. Pallets must be configured with tier/layer counts of six or fewer. Deliveries are scheduled monthly to the DSH-Atascadero Receiving Dock at 10333 El Camino Real, Atascadero, California 93422, operating Monday through Friday from 7:00 AM to 3:00 PM PST. Questions must be submitted by October 27, 2025, at 3:00 PM PST, with quotations due by February 6, 2026, at 3:00 PM PST. The contract period runs from January 1, 2026, through June 30, 2026, with the evaluation date set for February 8, 2026. Award will be made to the lowest-cost qualified vendor.
The evaluation method is based on low-cost determination, with small business and disabled veteran business enterprise (DVBE) participation incentives available ranging from 3% to 5% depending on participation levels. The DVBE Program requirement is waived for this solicitation. Bidders must provide nutritional information and ingredient lists for all submitted products and allow for a 15% increase or decrease in quantities for each item. Shipping options include no shipping fee, non-taxable shipping, or taxable shipping and handling charges, with tax excluded from all pricing submissions. Bidders must submit required forms including the STD 204 Payee Data Record, Darfur Contracting Act Certification, Bidders Declaration Form, and Recycled Content Certification Form. All quotations must be emailed to Isaiah.Rodriguez@dsh.ca.gov and are subject to post-award protest procedures with key dates including February 2, 2026, for award notice posting and February 12, 2026, for filing formal protests.
