About this file
This is a Sample Professional Services Agreement template for the City of Leesburg, Florida's Request for Qualifications (RFQ-2502503) for professional engineering consulting services. The City seeks to establish contracts with up to eight qualified firms to provide engineering expertise across multiple disciplines, including stormwater (30%), site/civil (20%), transportation/traffic (20%), utility systems and infrastructure (20%), landscape architecture (5%), and structural engineering (5%). The solicitation is designed to augment municipal staff capabilities and serve as a time-saving mechanism for project delivery. Key procedural dates include a questions deadline of September 29, 2025, solicitation closing on October 14, 2025, submission evaluation on October 21, 2025, potential interviews for shortlisted firms thereafter, and award recommendation posting by October 31, 2025. The contract will have an initial three-year term with a potential three-year extension option. Evaluation will be conducted across seven criteria totaling 102 points, with significant emphasis on staff qualifications (40 points), overall firm experience (30 points), and firm information (15 points), along with schedule/budget ability (10 points) and references.
Compensation will be provided on a fixed hourly or per-unit basis consistent with actual hours worked or units completed, with selected firms invoiced monthly for work performed under individual Task Orders. The City reserves the right to obtain proposals from other contractors and will issue specific Task Orders for individual projects as needed. Firms must maintain appropriate insurance coverage with an A.M. Best rating of at least "A" and comply with federal procurement standards, potentially including American Rescue Plan Act provisions. While no specific budget ceiling is identified in this sample agreement, MBE/SBE/WBE certification will be considered in the evaluation process for an additional five points, though no mandatory percentage goals are established. The agreement structure allows for flexible engagement of consultant services without a predetermined project scope, enabling the City to leverage external expertise on demand.
