About this file

This Request for Quote (RFQ) document is issued by the Michigan Department of Transportation (MDOT) for litter pickup services in Oakland County. MDOT seeks a contractor to provide litter removal services along state roadways throughout Oakland County on an as-needed basis during the 2026 mowing season. The RFQ was issued on September 24, 2025, with a deadline for submitting questions by October 1, 2025, at 3:00 p.m. Eastern Time, and a quote submission deadline of October 7, 2025, at 3:00 p.m. Eastern Time. Bidders may submit quotes electronically through www.michigan.gov/SIGMAVSS or via email to the Solicitation Manager, Ruth Thole, at TholeR@michigan.gov. No site visit, bidders' conference, or specific award date is mentioned in the document. The resulting contract will be one or more Purchase Order contracts, with quotes valid for 60 calendar days from the submission deadline.

The price schedule for this RFQ includes two primary pay items: labor and equipment priced on an hourly basis per crew person, with the hourly rate being all-inclusive except for disposal fees, and disposal fees priced per ton for bagged litter at licensed landfills. MDOT has indicated no specific set-asides, though bidders may qualify as disabled veteran-owned businesses under Michigan law by providing appropriate documentation. The RFQ references attached Standard Contract Terms and a Requirements & Specifications document that contain additional contractual obligations. Bidders are required to have SIGMA VSS registration and must certify that pricing was determined independently. MDOT reserves the right to award multiple contracts, consider late quotes under limited circumstances, refuse award to bidders with unpaid state taxes or outstanding debt, and negotiate with bidders on price and terms.
