About this file
This is a Request for Qualifications (RFQ) issued by Arapahoe County on behalf of the Region 9 Opioid Abatement Council, seeking proposals for Family Services and Youth Opioid Recovery services. The solicitation is designed to contract with organizations that can establish stronger infrastructure for wrap-around care for families with members struggling with substance use disorder, with a specific focus on youth and families in Arapahoe County. The RFQ was issued on October 2, 2025, with questions due by October 15, 2025, and qualifications submissions due by October 30, 2025. The contract term will be one year with potential for four additional one-year renewals, contingent on satisfactory performance.
The available budget is variable and dependent on proposed activities and outcomes, with multiple awards possible based on available resources. The Council has allocated approximately $1.17 million in 2024 and has an additional $4.8 million committed for 2025-2026 for opioid-related initiatives. Proposals are expected to address priorities such as increasing awareness of resources, providing pro-social alternatives to substance use, and expanding youth treatment and recovery services. The evaluation will be based on a best value approach, with scoring focused on proposed approach (40%), experience/qualifications (30%), project completion capacity (20%), and proposed budget (10%). Funding for this initiative comes from opioid settlement agreements, with an emphasis on evidence-based, collaborative strategies that align with Region 9 priorities of prevention, harm reduction, treatment, recovery, and planning/coordination.

It also has nine (9) school districts and 450 local improvement and special service districts. Our County government only keeps 16 percent of the tax revenue it collects, to invest in County services and infrastructure; the rest goes to schools, cities and towns, and special districts like fire and water.
The Arapahoe County government serves its communities in ways both obvious and obscure. As the beating heart of local and regional government, we’re here for our neighbors on their best days—and their worst. County officials and employees share our residents’ goals of preserving our quality of life, whether urban, suburban, or rural, on our roads or on our trails, at home or at work. By establishing practices that celebrate, protect, and connect our many diverse assets, and by advocating fiscally responsible policies that are mindful of our history and anticipate our future, Arapahoe County strives to be the place we’re proud to call home.
Opioid Work Coordination The Arapahoe County Region 9 Opioid Abatement Council (Council) is dedicated to addressing the opioid crisis through evidence-based prevention, treatment, and recovery efforts that enhance healthcare, social, and behavioral services while supporting opioid-affected communities. Arapahoe County acts as the fiscal agent for the Council.
Funded by opioid settlement agreements, the Council prioritizes sustainable and impactful programs designed to create lasting solutions and foster resilience. By evaluating all funded initiatives to ensure they achieve regional goals and demonstrate measurable impact, the Council promotes accountability and sustainability throughout the 18+ years of settlement funding. Committed to strategic spending, the Council maintains finances to adapt to emerging needs, ensuring resources continue to effectively combat the opioid crisis and support healthier futures for Arapahoe County residents. Region 9 Opioid Settlement (OS) funding and requirements are guided by the Colorado Opioid Settlement Memorandum of Understanding, the national opioid settlement agreement, and its approved uses.
Through collaborative efforts, the Council aims to create lasting solutions and foster resilience in the fight against opioid misuse. Emphasis is placed on ensuring equitable access to these services, particularly in underserved communities, through evidence-based and community-driven strategies. The Council allocated approximately $1.17 million in 2024 across treatment, prevention, recovery, harm reduction, and coordination initiatives, and has an additional $4.8 million committed for 2025–2026. Programs have been and will continue to be selected for their alignment with regional goals, evidence-based practices, and long-term sustainability.
