About this file

The document is a Request for Quote (RFQ-25-049) issued by the Florida Department of Corrections for Outpatient Substance Use Disorder Treatment and Aftercare Services across Judicial Circuits 3, 5, 8, 10, and 20. The procurement seeks qualified vendors to provide comprehensive services for offenders on community supervision, including intake screening, assessments, individual and group counseling, treatment plan reviews, aftercare services, and referrals. Vendors must have a current or proposed service location within specific city limits or zip codes in the targeted judicial circuits. The response deadline is 2:00 p.m. Eastern Time on April 11, 2025, with services expected to commence within 30 days of award. Vendors are required to submit a 15-page response detailing their capabilities, understanding of service requirements, and approach to meeting the Department's objectives.

The procurement will utilize unit-based pricing for services, with compensation based on the number of offenders served and specific service types. Vendors must complete Attachment II (Certification/Attestation) and Attachment III (Price Sheet), with a separate price sheet required for each service site location within each judicial circuit. The procurement is being conducted as a non-competitive, statutory health-exempt service under Florida Statutes. Some locations have special requirements, such as mandating bilingual staff (English and Spanish) in certain counties. Vendors must demonstrate a minimum of two years of relevant business experience within the last five years and comply with non-discrimination policies and various legal and operational standards. While no specific budget range is mentioned, the contract structure suggests flexibility in service delivery and potential for ongoing financial engagement across multiple judicial circuits in Florida.
