Military Sealift Command Solicitation Notice Information for Solicitation from the micro-purchase threshold to the Synopsis Threshold.
1. Solicitation number N3220524Q0136 is being issued as a Request for Quote (RFQ) which will result in a Firm Fixed Price Purchase Order. For additional information regarding this solicitation contact Samuel Queen at samuel.n.queen2.civ@us.navy.mil or 757-642-0500.

The required delivery is FOB Destination and acceptance date is 04 Mar 2024. Delivery and acceptance will occur at MSC W143 Warehouse, 1968 Gilbert Street DWY 10, Norfolk VA 23511 (ATTN: USNS ZEUS)

5. The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items applies to this acquisition.
Offers/quotes submitted in response to this solicitation shall not contain nor be subject to the offeror's/vendor's standard commercial terms and conditions. Any offer/quote submitted in response to this solicitation which includes the offeror's/vendor's standard commercial terms and conditions may be considered a material defect and may be rejected as being non-responsive to the solicitation.
6. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02, effective 01/22/2024 and DFARS Publication Notice 20231222, effective 12/22/2023, see https://www.acquisition.gov/browse/index/far and https://www.acq.osd.mil/dpap/dars/dfarspgi/current/ for more information. The provisions and clauses at FAR 12.301 Solicitation Provisions and Contract Clauses for the Acquisition of Commercial Items and DFARS 212.301 Solicitation provisions and contract clauses for the acquisition of commercial items apply to this acquisition. The contractor will be paid electronically via the MSC SPECIFIC WIDE AREA WORKFLOW (WAWF). Quotes submitted in response to this solicitation shall not contain, nor be subject to, the contractor’s standard commercial terms and conditions. Any quote submitted in response to this solicitation which includes the contractor’s standard commercial terms and conditions, may be considered a material defect and may be rejected as being non-responsive to the solicitation. The purchase order will include all applicable clauses.
(a) The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i) Technical capability of the item offered to meet the Government requirement;
(ii) Price;
Award shall be made to the lowest priced technically acceptable quoter by providing Original Equipment Manufacturer (OEM) parts “The Hellan Strainer Company” at a fair and reasonable price.
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
7. All contractors must be registered in the System for Award Management (SAM), Web site located at http://www.sam.gov/portal prior to award.

8. Quotes may be delivered via e-mail directly to Samuel Queen at samuel.n.queen2.civ@us.navy.mil who is the sole designated E-mail address and inbox for receipt of E-mail submissions. Responses to the RFQ are due Wednesday, 23 Jan, 2024 at 1300 hours (1:00 PM) Eastern Standard Time (EST). No other electronic means of submission, used in whole or in combination with E-mail, is permitted. No other methods of submission are acceptable.
E-mail quotes shall be in either Adobe or Microsoft Office format. Quoters are advised that the Government may be unable to receive other types of electronic files (e.g., .zip files) or files in excess of 20 megabytes. To be timely, an E-mail quote must be received in its entirety in the designated E-mail inbox by the due date and time for quote submission.
Access to the Navy facility or MSC office is restricted. Quoters, couriers, and delivery services may encounter unpredictable and lengthy delays or denied access when attempting to enter that facility. In all cases, quoters are responsible for the risks associated with ensuring the Government receives the complete quote at the appropriate designated location prior to the due date and time for quote submission. Hard copy or electronic copy of the quote submission will be considered the official quote submission for evaluation purposes.
