About this file
This document is a Request for Qualifications (RFQ) issued by Botetourt County, Virginia for construction prequalification for improvements to the Read Mountain Fire Station. The project involves the construction of a new two-story addition of approximately 10,500 GSF, a standalone 2,600 GSF radio shop building, and other site improvements. The RFQ establishes an evaluation process to prequalify general contractors with successful experience in the construction of new 911 emergency centers. The prequalification application deadline is December 11, 2024, with a mandatory pre-qualification meeting on November 12, 2024. Botetourt County intends for the prequalification process to permit a competitive bidding process for the construction, with bidding anticipated to begin in December 2024 and construction to start in early 2025.
The RFQ outlines the evaluation criteria for prequalification, including experience with complex public safety projects, schedule management, regional experience, coordination with third-party vendors, safety record, performance and litigation history, and fiscal strength and bonding capacity. The County reserves the right to deny prequalification for various reasons, such as insufficient financial ability, lack of appropriate experience, past non-compliance, or convictions related to construction contracting. Prequalified contractors will be eligible to bid on the project, while bids from non-prequalified contractors will not be considered.

Construction Prequalification
Read Mountain Fire Station Improvements
PURPOSE
The purpose of this Request for Qualifications (RFQ) is to solicit applications from qualified construction general contractors interested in bidding on the upcoming renovation and expansion of the Read Mountain Fire Station and 911 Communications Center (the “Project”). The Project involves the construction of multiple facilities including a new two-story addition, a partial renovation of the existing facility, and a standalone radio shop building. A communications monopole with an associated equipment shed requiring foundations and connection to the Fire Station and Communications Center will be installed as a separate project on an adjacent site, as further elaborated below.
BACKGROUND
Botetourt County (population 34,000) is a locality in Southwest Virginia, with a land area of approximately 500 square miles. It operates a hybrid career/volunteer fire/rescue department (the “Department”). One of its fire stations, the Read Mountain Fire Station at 43 Eastpark Drive, Roanoke, Virginia 24019, requires upgrades to accommodate the current needs of the Department, including improved quarters for fire and rescue personnel, better storage for newer types of equipment, and improvements related to a sizeable, ongoing project to upgrade the County’s public safety radio and dispatch system.
APPLICATION AND INSTRUCTIONS
1.0 Purpose
The intent of the prequalification process is for Botetourt County to identify the most qualified General Contractors with successful experience in the construction of new 911 Emergency Centers. This Prequalification is for General Contractors only. Prequalification packages will NOT be accepted from subcontractors.
2.0 Competition Intended
The County intends that this prequalification process permits a competitive bidding process for the construction of improvements to and new structures at the Read Mountain Fire Station. It is the Applicant’s responsibility to advise the Purchasing Department in writing if any language requirement, specification, etc., or any combination thereof, inadvertently restricts or limits the requirements stated in this prequalification solicitation to a single source. Such notification must be received before the deadline set for acceptance of applications.
3.0 Description of the Work
The new two-story addition to the existing fire station is anticipated to include approximately 5,500 GSF of fire-rescue space and 5,000 GSF of dedicated 911 Emergency Communications space. The structure of the addition will likely consist of a first-floor slab on grade with concrete foundation walls, steel columns, and steel beams supporting a second-floor slab on deck system with bar joists. The second floor will be above grade, and the structure is anticipated to consist of steel columns and beams supporting a roof deck assembly.
Interior and exterior walls may be assumed to be light gauge metal framing with exterior walls clad in a brick veneer/metal panel assembly and interior walls finished gypsum wallboard (GWB). Portions of the roof are anticipated to be a membrane-applied system over tapered insulation and sloped to through-wall scuppers. Other portions of the roof are anticipated to be sloped metal panels with gutters and downspouts. The second-floor area containing the public safety answering point (PSAP) is anticipated to utilize a raised floor system. Ceilings throughout the spaces are anticipated to be predominantly acoustical ceiling tile and grid or exposed. Exterior windows and doors are anticipated to be aluminum storefronts and interior doors and windows will be hollow metal frames. The facility will be fully heated, cooled, and sprinklered.
A backup generator will be required to serve the 911 communications center.
Preparation for this construction will likely require excavation of the entire building footprint as the first floor will likely be mostly below grade. This addition will also incorporate additional parking enclosed by site walls and security fencing as well as physical barriers such as bollards, planters, and trees.
The new standalone radio shop is anticipated to include approximately 2,000 GSF of vehicle maintenance bays, 250 GSF of office and personnel area, and 350 GSF of mezzanine parts storage. This is anticipated to be a single-story slab-on-grade pre-engineered metal building with a storage mezzanine. The envelope of the building is anticipated to be metal wall and roof panels over a faced insulation system. There are anticipated to be three vehicle maintenance bays with dedicated overhead doors. The facility will be heated and ventilated with cooling provided in the offices and personnel areas.
All design features stated above are based upon the County’s reasonable expectations at the time of the release of this RFQ and are subject to change.
The project is currently in schematic design and bidding is anticipated to begin in December 2024 with the intent to begin construction in early 2025.
4.0 Prequalification Process
4.1 General
A. The term “Applicant,” as used in this RFQ, means an individual, partnership, or corporate entity recognized at law that applies in response to this RFQ.
B. Only Applicants who have been prequalified by the procedures outlined in this RFQ will be eligible to bid on the Project. Bids received from those who are not prequalified will not be considered.
C. Applicants agree that once prequalified, all criteria and requirements contained herein shall be maintained by the Applicant throughout the life of the prequalification and the construction of the Project. The County reserves the right to conduct an independent investigation of any information, including prior experience, identified in a Prequalification Application by contacting project references, accessing public information, contacting independent parties, or any other means.
D. All materials submitted by Applicants shall become the property of the County and will not be returned. By applying, the Applicant agrees that the County may research and/or verify the information provided and contact any applicable entities associated with such information.
E. Applicants shall submit qualification information by the requirements identified herein. The County may, at its discretion, contact an Applicant during the evaluation process for clarification of any entries in the Application for Prequalification submitted by the Applicant and may request additional information. Such additional information must be submitted to the County no later than five (5) business days after the request. The decision to prequalify an applicant shall not, however, constitute a determination that the Applicant is responsible, and such Applicant may be subsequently rejected as non-responsible based on subsequently discovered information.
4.2 Evaluation Criteria
A. Experience with Complex Public Safety Projects: Offerors must demonstrate a proven track record in managing projects that involve phasing and sequencing efforts. The existing facility must remain occupied during construction to ensure that public safety operations can continue uninterrupted.
B. Schedule Management: Offerors must show experience in maintaining project schedules under conditions where the facility remains operational during construction.
C. Regional Experience: Offerors should have strong regional experience and established relationships with local subcontractors and suppliers.
D. Coordination with Third-Party Vendors: Offerors must demonstrate the ability to coordinate and engage with the Owner’s third-party vendors, particularly emergency communications equipment providers.

G. Fiscal Strength & Bonding Capacity: Offerors must demonstrate adequate fiscal strength and bonding capacity to undertake the project.
4.3 Disqualifications
The County may, in its sole discretion, refuse to qualify an Applicant for any one or more of the following reasons:
A. The Applicant does not have sufficient financial ability to perform the projects. Evidence that the Applicant can acquire a surety bond from a corporation included on the United States Treasury list of acceptable surety corporations that is properly licensed in the Commonwealth of Virginia in the amount and type required by the County shall be sufficient to establish the financial ability of the Applicant to perform the contract resulting from such procurement.
B. The Applicant does not have the appropriate experience to construct the Project, as determined by the County, under the criteria outlined in Section 4.2.
C. The Applicant or any officer, director, or owner thereof has had judgments entered against him/her within the past ten (10) years for the breach of contracts for governmental or non-governmental projects, including, but not limited to, design-build or construction management.
D. The Applicant has been in substantial non-compliance, as determined by the County, with the terms and conditions of prior construction contracts with the County or one of its affiliates (e.g., the Botetourt County School Division or Economic Development Authority) without good cause. If the County has not contracted with the Applicant in any prior construction contracts, the County may deny prequalification if the Applicant has been in substantial non-compliance with the terms and conditions of comparable Construction contracts with another public body without good cause.
E. The Applicant or any officer, director, owner, project manager, procurement manager, or chief financial official thereof has been convicted within the past ten (10) years of a crime related to governmental or non-governmental construction or contracting, including, but not limited to a violation of the Botetourt County Purchasing policy, the Ethics in Public Contracting provisions of the Virginia Public Procurement Act (§ 2.2-4367 et seq.), the Virginia Governmental Frauds Act(§ 18.2-498.1 et seq.), Chapter 4.2 (§ 59.1-68.6 et seq.) of Title 59.1, or any substantially similar law of the United States or another state.
F. The Applicant or any officer, director, or owner thereof is currently debarred under an established debarment procedure from bidding or contracting by any public body, agency of another state, or agency of the federal government.
G. The Applicant failed to provide to the County, within the established time frame, any information requested in this solicitation relevant to items A through F above.
4.4 Evaluation Process
A. Applications must be received using the forms attached to this RFQ.
B. Applications will be evaluated by the criteria listed herein. An unsatisfactory rating in any one category above may be considered sufficient cause to deny prequalification to an Applicant. The County will notify all Applicants whether or not they have been determined to be qualified to bid within thirty (30) days after receipt of the Prequalification Application unless extended by the County in its sole discretion.
C. Prior to the issuance of a written determination to deny prequalification, the County will notify the Applicant in writing of the results of the evaluation and disclose the basis thereof. Upon written request, the Applicant may inspect public documents, that relate to the determination, if so requested by the Applicant within five (5) business days after receipt of the County’s notice.
Within ten (10) business days after receipt of the County’s notice concerning the Applicant’s prequalification, the Applicant may submit additional or rebuttal information relative to deficiencies stated in the County’s written notice. Within five (5) business days after receipt of the Applicant’s rebuttal information, the County will provide a written determination.
D. If a final determination is made to deny prequalification, the Applicant may, within ten (10) days after notification of such determination, notify the County in writing and appeal to the Circuit Court of Botetourt County, Virginia, under the pertinent provisions of the Virginia Public Procurement Act. The County’s determination may be reversed by the Botetourt County Circuit Court only if the Applicant establishes that the determination was arbitrary or capricious or not in accordance with the Constitution of Virginia, statutes, or regulations. If the County’s determination is reversed by the Circuit Court, the sole relief will be the declaration of the Applicant as prequalified to bid. Other than an appeal in accordance with this Section, a determination that an Applicant is “not qualified to bid” shall not be the basis for any claim against the County, its officers, members, or employees.
