2. Scope of Work (SOW) The general scope of this project is to replace 8 heat pumps within the Pine Ridge quarters housing units and nurse’s quarters with new heat pump systems. All 8 of the heat pump system well fields shall be tested for leaks as a part of the contract and according to Section 2., B. of this document.

The contractor shall provide all engineering, design, material, labor, equipment, and supervision required to accomplish the following:

A. Test Well Fields

Prior to the replacement of each heat pump, each geothermal well field shall be pressure tested for leaks. Quarters housing units N22, N32, N66A, N66B and nurse’s quarters units 201, 204, 206, and 210 of Building 107 shall each have their corresponding geothermal well fields tested according to the following criteria:

1. Each well field shall be pumped up to a pressure of 60 PSI using an air compressor or some other means.

2. The system shall be valved off or isolated after the initial pressurization of 60 PSI.

3. The system shall sit pressurized at 60 PSI for 4 hours. After 4 hours has expired the contractor shall record the pressure.

4. If the pressure has fallen or has reduced then the contractor shall estimate the estimated water loss or pressure loss per time and record this information to be used in their final report.

5. If the pressure has fallen or has reduced then the contractor shall inspect all exposed piping that is not underground for leak locations and include this in their final report. This would include but is not limited to exposed well field piping in any basements or crawl spaces.

6. A final report shall be issued as a part of this contract that shows each well field’s test criteria.

For any leaking well fields the estimated water loss or pressure loss per time shall be called out.

Pipe leak locations shall also be called out in the report after all exposed or accessible piping inspections are completed.

B. Demolition and Removal:

The successful contractor is responsible for providing a temporary heating or cooling system during the new installation or down times so as to minimize occupant discomfort as well as eliminate any damage of freezing interior spaces or damaging interior property. The contractor is responsible for any damage to interior property as a result of interior freezing temperatures due to system down time. The contractor shall completely drain down the existing well field by pumping it to the outside at least 10 feet from the existing foundation wall or gravity fed down the nearest basement floor drain if one is available.

Statement of Work Page 5

June 2023

Contractor shall carefully remove all existing heat pumps and corresponding accessories including but not limited to pipe connections, fittings, pipe accessories, duct connections, flex connectors, electrical connections, and accessories for housing quarters units N22, N32, N66A, N66B and nurse’s quarters units 201, 204, 206, and 210 located in Building 107. All removed materials shall be returned to the housing property manager. Any removed heat pump, accessory, or material that the housing manager does not desire to keep as government property at his discretion shall become property of the contractor. The contractor shall remove all disposed heat pumps, accessories, rubbish, or material entirely from site and dispose of properly.

Quarters unit N66A has an economizer installed on the domestic water heater that is piped with insulated copper supply and return piping between the heat pump and the water heater. All economizer piping, insulation, fittings, and accessories shall be demolished as a part of the contract.

Cap copper lines as close to the domestic water heater as possible. Completely demolish all other economizer piping and accessories.

The existing floor stand (if applicable) may be used but a new floor stand shall be provided (if required) to make adequate and quality utility connections to the existing utilities. The existing flow station or well field pumps shall be tested for adequate pressure and operability and reused

The successful contractor shall install all accessories and options for a complete and 100% operational system including but not limited to all new refrigerant charging, unit startup, copper piping, accessories, pipe connections, condensate connection, duct connections, and electrical connections. Each unit shall be furnished with the high static PSC motor option at a minimum. New electrical resistance (strip) heat shall be installed for each new heat pump system located in the quarters housing units. The existing thermostat shall be replaced with a Honeywell TH2210 or approved equal and capable of controlling the cooling and each of the 2 heating systems (geothermal and emergency electric strip heat as backup).

It doesn’t appear that the nurse’s housing units have any type of electric resistance heating system nor are the new console units available with backup heat. Contractor should field verify that no electrical resistance heat exists for units installed in the nurse’s quarters building 107. Notify the COR and facility manager if such system exists. Each unit shall be sized and matched to the existing systems and are called out in Appendix A of this document. Contractor shall field verify right hand/left hand connections for all utilities and all units.

All new piping and accessories shall be provided and installed per manufacturer’s instructions. All items shall be approved by the COR or IHS representative through the initial submittal process before ordered and installed. All new units shall be installed, commissioned, and started according to the manufacture written instructions including but not limited to verification of the factory refrigerant charge, installation of new properly sized filters, and drain down and commissioning of the well field per the criteria called out in this document.
